This position offers an opportunity to contribute to the regulation and support of the minibus taxi industry within the Western Cape Mobility Department, a branch of the Western Cape Government. As a Transport Relations Officer focused on Registration and Compliance, the successful candidate will join a team dedicated to ensuring that registered taxi associations and their members operate in line with prevailing transport legislation and policies. The role is essentially about maintaining order, legality, and constructive relations within the public transport sector, with a strong emphasis on compliance monitoring, conflict management, and stakeholder engagement. This is one of two identical posts being filled, indicating a broader departmental need for strengthened oversight and industry capacitation.

To be considered, applicants must hold an appropriate three-year National Diploma or a Bachelor’s degree, or a higher qualification, and have at least one year of practical experience within an operating licensing administration environment. A valid code B driving licence is required, although the department explicitly notes that people with disabilities that restrict driving abilities but who have reasonable access to transport may also apply. Beyond these formal requirements, the role demands a solid working knowledge of transport legislation and policies, as well as familiarity with the Criminal Procedure Act, anti-corruption and fraud legislation, and related prescripts. The ideal candidate will also possess a broad skill set including research and analytical thinking, financial and project management, computer literacy, and strong written and verbal communication. Interpersonal abilities are equally important, with a need for conflict resolution, presentation and public speaking skills, sound organisational capacity, team leadership, and a customer service orientation. The department values integrity, reliability, good grooming, discretion, and excellent telephone etiquette, alongside self-management and motivation.

The core duties of the post revolve around monitoring the compliance of all registered taxi associations and their individual members. This includes handling and managing conflict within the industry, capacitating minibus taxi operators through guidance and support, and conducting investigations and mediations where necessary. The officer will also be responsible for general administrative tasks, keeping and updating registration records, and engaging with relevant stakeholders and role players on legislative matters. This is a hands-on role that requires both administrative rigour and the ability to navigate sensitive interpersonal and intergovernmental dynamics.

Shortlisted candidates should be prepared for a rigorous selection process. They will be required to attend interviews on a date determined by the department and must submit duly completed and signed vetting and supporting documentation within a specified timeframe prior to the interview. Failure to do so without reasonable justification may result in disqualification. All shortlisted candidates will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability for the post, and one integrity assessment focused on ethical conduct. The selection process will be guided by the employment equity targets of the employing department, and by applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a professional who is committed to improving public transport compliance and stakeholder relations in the Western Cape.
