Technical Assistant: Team Lead Design

This vacancy is for a Technical Assistant: Team Lead Design within the Construction Section of the City of Ekurhuleni’s Roads and Transport Management Department. The role is essentially a technical and administrative support position focused on the day-to-day oversight of municipal construction and maintenance projects. The successful candidate will work closely with responsible officials to ensure that projects involving stormwater systems, sidewalks, kerbing, paving and associated civil infrastructure are delivered to the required standard. The position offers an opportunity to contribute to public infrastructure that directly affects communities, while operating within a structured local government environment.

The core duties revolve around monitoring and reporting. The Technical Assistant will be expected to conduct regular site inspections to evaluate contractor performance, assess the quality of workmanship, track progress against the approved programme, and verify compliance with detailed drawings and specifications. A significant part of the job is identifying construction defects, non-conforming work, and potential risks, then reporting these findings to the responsible official so that corrective action can be taken. The role also includes monitoring compliance with environmental management requirements, ensuring proper housekeeping on construction sites, and helping to enforce occupational health and safety regulations. Ultimately, the assistant must help ensure that projects are completed in line with approved specifications, quality standards, safety requirements and budget constraints. In addition to site-based work, the position involves supporting the preparation of project documentation such as progress reports, completion reports, snag lists and record information. Public engagement is also important, as the post holder must respond to complaints and queries from residents regarding construction activities, escalating matters when necessary.

To be considered, applicants need a National Diploma in Civil Engineering and at least one year of experience in a relevant environment. This is an OSD-graded role, meaning the salary and career progression follow the Occupation Specific Dispensation system. The appointment will be made on a permanent basis in line with the Local Government: Municipal Systems Amendment Act, and is subject to the signing of an employment contract and performance agreement, as well as the disclosure of financial interests. Candidates will also undergo competency assessments and security clearance or vetting. If the successful candidate does not already meet the MFMA minimum competency requirements, they will be required to obtain them within 18 months of appointment, as per National Treasury requirements.
