This position is for a Systems Controller specialising in financial systems, specifically the Basic Accounting System (BAS), within the Financial Accounting directorate at the Head Office in Cape Town. The successful candidate will be based in the Finance Section’s BAS Helpdesk, where they will take on a supervisory and technical role in managing and supporting the financial systems used by the department. Working within a provincial government environment, the role is central to ensuring that financial system operations run smoothly, securely, and in line with prescribed procedures. The incumbent will be expected to lead a team, provide guidance to subordinates, and act as a key point of contact for system-related matters.
To be considered for this post, applicants must hold an appropriate three-year National Diploma or Degree. In addition, relevant supervisory experience within a similar environment is required, along with a valid Code EB driver’s licence as an inherent requirement of the job. The role demands extensive knowledge of both BAS and LOGIS financial systems, as well as strong leadership abilities. The core duties of this position revolve around the administration and security of BAS user accounts. This includes maintaining and declaring user account activity, managing security profiles and code blocks, and monitoring the interfacing of source systems with BAS, as well as overall system response times. The Systems Controller will liaise and interact with Provincial Treasury regarding system requirements and enhancements, ensuring that the department’s needs are communicated effectively. Helpdesk administration is another key responsibility, meaning the incumbent will oversee the resolution of user queries and issues. The role also involves issuing written and electronic financial system procedures and policies, compiling correspondence related to the Auditor-General and COMAF matters, and providing system input for disclosures in the Annual Financial Statements. Training forms a significant part of the job, both for subordinates within the team and for BAS users across the department, ensuring that all staff are competent and compliant with financial system protocols.
