The Supply Chain Management Practitioner (Demand) position at General Justice Gizenga Mpanza Regional Hospital is a re-advertised vacancy within the Finance component, reporting to the Deputy Director Finance. This role is central to ensuring that the hospital’s procurement of goods and services aligns with the Departmental SCM Policy Framework, Treasury Regulations, and the Public Finance Management Act (PFMA). The practitioner will operate within the public sector health environment, where compliance, risk management, and value for money are paramount. As the head of the Demand Management Section, the incumbent will supervise a team and take responsibility for the entire demand cycle, from needs assessment through to contract management and reporting on irregular, fruitless, and wasteful expenditure.

To be considered, applicants must hold a Senior Certificate (Grade 12) or equivalent, combined with a Degree or National Diploma in Supply Chain Management or a relevant qualification. In addition, at least one to two years of clerical experience in a public sector SCM environment is required. A valid driver’s licence (Code 8 or 10) is mandatory. The ideal candidate will demonstrate knowledge of PFMA, Treasury Regulations, and GRAP accounting standards, along with basic computer literacy and proficiency in Excel. Strong interpersonal and communication skills, the ability to work under pressure, and a working knowledge of Batho Pele Principles are essential. A Logis certificate and familiarity with administration procedures will be advantageous. The role demands legible handwriting and a meticulous approach to documentation.

Key duties include conducting needs assessments to ensure that goods and services are procured in line with policy, developing clear specifications linked to budget allocations, and analysing the supply industry through market research. The practitioner will match requirements to mandatory standards, respond to queries and complaints promptly, and manage the contract management function. This involves customising standard contracts and service level agreements to minimise departmental risk, ensuring end users oversee supplier compliance, and addressing non-performance through early warning systems. The role also requires liaising with the provincial treasury on restricting non-performing suppliers, maintaining a central database of contracts outside institutional delegation, and reporting regularly on compliance and value for money. Managing the procurement plan, supervising the Demand Management Section, and ensuring adequate reporting of deviations, unauthorised expenditure, and irregular expenditure are core responsibilities.

This is an equal opportunity, affirmative action employer, and persons with disabilities are encouraged to apply. Shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity check, and must submit certified documents before interviews. The appointment is subject to security clearance, qualification verification by SAQA, and employment history checks. Applicants should note that only shortlisted candidates will be contacted, and no travel or subsistence payments will be made for interviews. The post is graded as a general SCM practitioner role within the public service salary structure, with benefits such as a housing allowance (subject to requirements) and optional medical aid. The position is based at the General Justice Gizenga Mpanza Regional Hospital in Stanger, KwaZulu-Natal, and forms part of the broader provincial health finance team.
