This position offers an opportunity to contribute to the effective stewardship of public resources within the Department of Cultural Affairs and Sport, part of the Western Cape Government. As a Supply Chain Management Clerk specialising in Asset Management, the successful candidate will be responsible for the full spectrum of clerical and administrative duties that keep the department’s movable asset register accurate, compliant, and up to date. The role sits within the broader supply chain management environment and requires a meticulous, organised individual who can support the line function while ensuring that all asset-related processes align with provincial and national regulations.

To be considered, applicants must hold a Grade 12 Senior Certificate or an equivalent qualification. Beyond this formal requirement, the role demands a solid working knowledge of supply chain and asset management principles, including the relevant guidelines and procedures. Familiarity with the Preferential Procurement Policy Framework Act and its regulations, as well as B-BBEE requirements, is essential, as is an understanding of procurement activities and the policies governing both procurement and asset management. The ability to capture data accurately, operate a computer, and collect statistics is also critical. In addition, the post requires knowledge of document management, specifically Enterprise Content Management, including registry services and the policies that govern these functions. Strong report writing skills and effective written and verbal communication are necessary to succeed in this environment.

The core duties are varied and hands-on. The clerk will render asset management clerical tasks, update and maintain asset registers, and assist with monthly BAS and Logis reconciliations. A key responsibility is identifying redundant, non-serviceable, and obsolete movable assets and administering their disposal in line with proper procedures. The role also involves requesting and receiving quotations for both asset acquisitions and disposals, monitoring and analysing asset-related information, and determining appropriate actions to ensure proper asset and disposal management. Conducting asset verifications, or stock-takes, forms an important part of the role, as does providing ongoing support to the line function.

Shortlisted candidates should be prepared for a rigorous selection process. Interviews will be scheduled by the department, and candidates must submit duly completed and signed vetting and supporting documentation within the specified timeframe before the interview date. Failure to do so without reasonable justification may result in disqualification. All shortlisted applicants will also undergo two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity assessment measuring ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, which will include enquiries about disciplinary records and reasons for leaving. This is an OSD-graded position, and interested applicants should ensure they submit their application online before the closing date, as late submissions will not be accepted.
