This position offers an opportunity to contribute to the public service as a Strategic Sourcing Specialist within the Acquisition and Contract Management unit of the Western Cape Mobility Department, part of the Western Cape Government. The role is situated in a dynamic supply chain management environment where the incumbent will be responsible for driving strategic sourcing initiatives, managing procurement processes, and overseeing contract management activities that support the department’s operational objectives. As a Level 08 post, it carries a supervisory and managerial dimension, requiring the post holder to render a comprehensive strategic sourcing support service that includes reporting, data analysis, database management, record keeping, research, and the development of procurement strategies. The work directly supports the Mobility Department’s ability to acquire goods and services efficiently, transparently, and in compliance with the relevant legislative and regulatory frameworks.

To be considered for this role, candidates must possess an appropriate three-year National Diploma or a Bachelor’s degree at an equivalent or higher level, coupled with at least one year of practical experience in a Supply Chain Management or related working environment. The role demands a thorough working knowledge of key legislation and policies, including the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Instructions, the Preferential Procurement Policy Framework Act, the Broad-Based Black Economic Empowerment Act, and the Public Service Anti-Corruption Strategy. Applicants should also be familiar with the Supply Chain Management Guide for Accounting Officers and Authorities, as well as departmental procurement policies and procedures. Practical experience in managing sourcing and vendor relationships, assessing market conditions, analysing market trends, and identifying procurement opportunities is essential. The successful candidate will need to demonstrate proficiency in government financial systems, including the Electronic Procurement Solution (EPS), LOGIS, and eTender, along with strong computer literacy, particularly in MS Office applications for analysis and reporting.

The core duties involve managing the full procurement and tendering lifecycle, from drafting heads of terms and providing input into service level agreement negotiations to managing contracts, supplier relationships, and supply chain management delegations. The role also requires the ability to manage strategic sourcing across a broad range of commodities within a goods and services environment, with specific attention to the Mobility procurement market. Strong analytical, negotiation, and problem-solving skills are vital, as is the capacity to resolve disputes, manage conflict, and build professional networks. The post holder must be able to work effectively under pressure, meet tight deadlines, and work irregular hours when required. Effective communication, sound judgement, and meticulous record-keeping are also central to the role.

Shortlisted candidates should note that the selection process includes interviews, a practical exercise to assess technical and generic suitability, and an integrity assessment. Candidates will be required to submit vetting and supporting documentation within a specified timeframe, and reference checks will include disciplinary records and reasons for leaving previous employment. The selection process will be guided by the employment equity targets of the department, and applicants consent to contact with previous employers by applying. This is an excellent opportunity for a supply chain professional seeking to apply their expertise within a government context, contributing to transparent and effective public procurement.
