The State Accountant: Reporting position is a permanent financial management role within the Department of Infrastructure in the Western Cape Government. Operating at a career-specific level within the public service, this post is central to ensuring the department maintains sound financial control, accurate reporting, and full compliance with the legislative frameworks governing public finance. The role sits within a broader provincial infrastructure environment where accountability for public funds is critical, and the incumbent will be expected to support the department’s financial operations through meticulous record-keeping, transaction monitoring, and advisory input on financial processes. As a supervisory post, it also carries responsibility for guiding junior staff and ensuring that the unit’s outputs align with departmental and treasury prescripts.
To be considered for this role, candidates must hold a qualification at NQF level 6 or an equivalent or higher qualification recognised by SAQA, together with at least one year of relevant experience in a financial or accounting environment. The role demands a thorough working knowledge of legislation, regulatory frameworks, and policies that govern public sector finance, including the Public Finance Management Act, National and Provincial Treasury Regulations, the Division of Revenue Act, and other financial prescripts, directives, and collective agreements. Practical familiarity with the Basic Accounting System (BAS) and the Logistical Information System (LOGIS) is essential, as is experience in compiling financial statements. A sound understanding of procurement and tendering processes, operational management practices, public service procedures, labour relations legislation, and performance management principles is also required. Candidates should demonstrate strong numeracy, computer literacy, language proficiency, and well-developed accounting, finance, and audit skills. Effective report writing, organising and planning, communication, analytical thinking, and presentation abilities are equally important for success in this post.
The core duties of the State Accountant: Reporting revolve around delivering efficient and effective expenditure and payment services. The incumbent will monitor and report on financial transactions, ensuring accuracy and compliance with relevant regulations. Bookkeeping and financial accounting services form a significant part of the role, along with salary administration and debt management functions. The position also includes banking and cash management responsibilities, requiring careful reconciliation and oversight of departmental funds. In addition to these technical tasks, the post carries supervisory functions, meaning the successful candidate will be expected to coordinate work within the team, provide guidance, and ensure that financial processes are executed timeously and correctly.
Shortlisted candidates should note that the selection process includes interviews scheduled by the department, as well as two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity assessment evaluating ethical conduct. Candidates must be prepared to submit duly completed and signed vetting and supporting documentation within a specified timeframe prior to the interview; failure to do so without reasonable justification may result in exclusion from further consideration. The Western Cape Government applies employment equity targets in its selection process, and by applying, candidates consent to reference checks with previous employers or managers, including enquiries about disciplinary records and reasons for leaving. This position offers a meaningful opportunity for a skilled accounting professional to contribute to transparent and accountable public financial management within a provincial government department.
