The State Accountant: Income position is a finance role based at the National Head Office, situated within the Financial Accounting directorate. The incumbent will be responsible for managing the income side of the department's financial operations, specifically handling accounts payable and accounts receivable. This includes reconciling monthly revenue collected and ensuring that this revenue is paid over to National Treasury, as well as clearing suspense accounts to keep the ledger accurate. A key element of the role is coordinating the annual review process for tariffs and issuing financial circulars that set out the tariffs to be used in each financial year, so the position carries significant administrative and advisory responsibilities within the broader accounting framework.
To be considered, candidates must hold an appropriate degree or national diploma in a finance-related field, with both Financial Accounting and Cost and Management Accounting as major subjects. In addition, a minimum of one to two years of relevant finance experience is required. Practical knowledge of the Basic Accounting System (BAS) is essential, as is computer literacy. A valid driver's licence is also a mandatory requirement. Beyond these formal qualifications, the successful candidate should demonstrate sound knowledge of key legislative and regulatory frameworks, including the Public Finance Management Act, Treasury Regulations, Public Service Regulations, and financial administration procedures, as well as supply chain manuals covering transport, procurement and asset management. Strong competencies in planning, organising, leadership and control are expected, along with conflict resolution, liaison skills for both internal and external stakeholders, analytical thinking, problem solving and a high level of productivity. Personal attributes such as responsibility, accountability, integrity, commitment and innovation are also important for this role.
The main duties are not limited to day-to-day transactional processing. The incumbent will be expected to liaise regularly with National Treasury, regional offices and management areas, ensuring that revenue collection and pay-over processes are aligned with national requirements. They will also execute the responsibilities assigned to officials under Section 45 of the Public Finance Management Act, which relates to the management of performance information, resources, finance and assets. This means the position has a strong governance and compliance element, requiring a proactive approach to asset and resource management. The appointment is made under the Public Service Act, and the post is advertised through the Public Service Vacancy circular. Interested applicants should note the specific enquiry contacts provided in the original vacancy notice for any questions before applying, and must follow the prescribed application channel, as alternative submissions are not accepted.
