This position offers an opportunity to serve as a State Accountant within the Financial Administration component of the Department of Social Development in the Western Cape Government. Two vacancies are available, one based in the Metro South district and the other in the Cape Winelands district. The role is a core financial management post within the provincial public service, requiring a blend of technical accounting expertise, supervisory capability, and a thorough understanding of the legislative and regulatory environment governing public finance. As a level 08 post, it carries significant responsibility for ensuring sound financial practices and compliance across the department’s operations.
Candidates must hold a qualification at NQF level 6 or an equivalent or higher qualification, together with at least one year of relevant experience. The role demands a broad working knowledge of legislation, regulatory frameworks, policies, and best practices relevant to financial line functions. This includes familiarity with the Public Finance Management Act, National and Provincial Treasury Regulations, and other financial policies, prescripts, directives, and collective agreements. A sound understanding of modern systems of governance and administration, public service procedures, procurement and tendering processes, project management, and operational management is essential. The successful incumbent will also need to be aware of regional and local political, economic, and social affairs affecting the Western Cape provincial government, as well as constitutional, legal, and institutional arrangements governing the South African public sector. Knowledge of labour relations legislation, performance management, and the functioning of sister departments and related functional areas is also required. Strong numeracy, computer literacy, language skills, and project management abilities are key competencies for this position.
The core duties are centred on three main areas. First, management accounting services, which involve participating in the budgeting process and related financial planning activities. Second, financial accounting services, encompassing the day-to-day management of financial records, transactions, and reporting in line with prescribed standards. Third, supply chain management services, which include procurement and tendering processes. In addition, the post carries managerial and supervisory functions, meaning the incumbent will be expected to oversee staff, coordinate work outputs, and ensure that the team operates efficiently and in compliance with all relevant policies and regulations.
Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the department. Furthermore, by applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a finance professional seeking to contribute to public service delivery in the Western Cape.
