This position offers an opportunity to serve as a State Accountant within the Financial Accounting (Reporting) unit of the Western Cape Mobility Department, a provincial government department. The role is central to ensuring sound financial governance and accurate reporting within the public service environment. The successful candidate will be responsible for preparing interim and annual financial statements, which are critical for transparency and accountability in the use of public funds. In addition, the role involves providing comprehensive financial accounting services, conducting in-year monitoring (IYM) and quarterly debt reporting, and carrying out managerial or supervisory functions. This means the incumbent will not only perform hands-on accounting tasks but also oversee processes and possibly guide junior staff, ensuring that all financial activities align with departmental and provincial requirements.

To be considered for this role, applicants must hold an appropriate three-year qualification, such as a National Diploma, bachelor’s degree, or higher qualification. In addition, a minimum of one year of relevant experience in a financial accounting or related working environment is required. The department seeks candidates with a strong working knowledge of the legislative framework governing the Public Service, including the Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions, and other financial policies and prescripts. Familiarity with financial systems such as PERSAL, LOGIS, and BAS is essential, as is the ability to capture data, operate computers, and collate financial statistics. The ideal candidate will demonstrate proven computer literacy, strong written and verbal communication skills, and sound abilities in accounting, finance, audit, economic and statistical analysis, planning, organising, problem-solving, and report writing. Interpersonal relations, flexibility, teamwork, accuracy, and an aptitude for figures are also important, along with the capacity to perform routine tasks, operate office equipment, work under pressure, and meet tight deadlines. A willingness to work irregular hours and travel away from the office on a regular basis is required.

The duties are broad and demanding, requiring a candidate who can manage multiple responsibilities. Preparing interim and annual financial statements involves consolidating financial data, ensuring compliance with accounting standards, and producing accurate reports for management and oversight bodies. Providing financial accounting services includes day-to-day transactions, reconciliations, and maintaining financial records. In-year monitoring and quarterly debt reporting require regular tracking of expenditure and revenue, identifying variances, and reporting on debt levels. The managerial and supervisory functions entail overseeing staff, coordinating work outputs, and ensuring that the unit meets its objectives within the prescribed regulatory framework.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: one practical exercise to test technical and generic suitability, and one integrity assessment. The department’s employment equity targets will guide the selection process. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a finance professional seeking to contribute to public sector financial management in the Western Cape.
