This position offers an opportunity for a skilled financial professional to contribute to the financial management operations of the Western Cape Department of Agriculture, based at the Elsenburg centre. As a State Accountant specialising in cost management, the successful candidate will operate within a government financial environment, ensuring that public funds are managed in accordance with strict legislative and regulatory requirements. The role is central to the department’s budgeting and financial control functions, requiring a blend of technical accounting expertise, analytical rigour, and the ability to support sound financial decision-making across the organisation.
To be considered, applicants must hold an appropriate three-year National Diploma on NQF Level 6, or an equivalent or higher qualification, in Accounting, Financial Management, or a closely related field. In addition, a minimum of one year of relevant experience in management accounting, budgeting, or a financial project management environment is required. The role demands a solid working knowledge of the Public Finance Management Act and Treasury Regulations, as well as management accounting principles covering budgeting, monitoring, and reporting. Familiarity with government financial systems such as BAS, LOGIS, and SCOA is essential, along with an understanding of applicable legislative, regulatory, and governance frameworks. The ideal candidate will also possess strong skills in financial analysis and reporting, budgeting and forecasting, and data management, supported by intermediate to advanced proficiency in MS Excel, MS Word, and MS Outlook. Numeracy, analytical thinking, planning, and organising abilities are crucial, as are effective written and verbal communication, problem-solving, and stakeholder engagement. The ability to work under pressure, meet deadlines, and maintain a high level of accuracy and attention to detail is equally important.
The core duties of the role encompass the full spectrum of budget planning and preparation, including providing budget support and exercising financial control. The State Accountant will be responsible for calculating adjustments estimates and contributing to main budget development, ensuring that financial resources are allocated correctly and efficiently. Maintaining financial governance, compliance, and stakeholder support forms a significant part of the position, as does the preparation of detailed monthly departmental reports. A key function is to detect and correct any incorrect or misclassified SCOA allocations, thereby safeguarding the integrity of financial data and reporting.
Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the employment equity targets of the department, and applicants consent to employment reference checks, including enquiries about disciplinary records and reasons for leaving. Applications are submitted online, and technical support is available for those experiencing difficulties. This is a demanding but rewarding role for a finance professional seeking to apply their expertise within the public sector.
