This position offers an opportunity for qualified social workers to join the Department of Social Development within the Western Cape Government, with posts available at various locations across the province. The role is structured as an Occupation Specific Dispensation (OSD) appointment, meaning that the level at which a candidate is appointed depends directly on their years of relevant experience after professional registration. The department is seeking individuals who are committed to the care, support, protection and development of vulnerable people, and who can apply a broad range of social work methods to address social instability and promote well-being in communities.

To be considered, applicants must hold a recognised tertiary qualification in Social Work, specifically a Bachelor of Social Work, and must be registered with the South African Council for Social Service Professions as a Social Worker. The required experience varies by grade: entry-level Grade 1 posts are open to those with no experience, while Grade 2 requires at least ten years of appropriate experience after registration, Grade 3 requires twenty years, and Grade 4 requires thirty years. Beyond formal qualifications, the department looks for a strong working knowledge of the Supervision Framework for Social Workers, human behaviour and social systems, social work theory and interventions, information and knowledge management, professional ethics, relevant legislation and norms, and social dynamics. Candidates should also demonstrate skills in challenging structural sources of poverty, inequality, oppression and exclusion, as well as effective written and verbal communication, report-writing, self-management, motivation, planning, problem-solving, computer literacy, presentation and facilitation, and a client-oriented approach. The ability to assist, develop, advocate for and empower individuals, families, groups, organisations and communities is central to the role, as is the capacity to protect those who are vulnerable, at risk or unable to protect themselves. More experienced candidates must also be able to mentor and coach Grade 1 social workers.

The main duties involve rendering a comprehensive social work service through casework, group work and community work, focusing on vulnerable individuals, groups, families and communities. This includes intervening where social instability arises, supervising and supporting Social Auxiliary Workers, and engaging in continuous professional development to stay current with developments in the social work and social welfare fields. Administrative responsibilities are also an integral part of the job, ensuring that all services are properly documented and managed.

Shortlisted candidates should note that the selection process includes interviews, a practical exercise to assess technical and generic suitability, and an integrity assessment. They will also be required to submit vetting and supporting documentation within a specified timeframe. The department’s selection process is guided by its employment equity targets, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for social workers who wish to make a meaningful difference within a provincial government framework.
