The role requires a blend of professional social work expertise and public management capability, as the manager must align frontline services with departmental strategic plans while also handling financial, corporate and human resource functions.

The core duties include providing professional social work and community development services through the promotion of social change, problem-solving in human relations, and the design of programmes that address local needs. The manager will facilitate the development and planning of interventions, ensuring the efficient, economical and effective use of financial resources. A key responsibility is to plan and conduct research, situational analysis and community profiling to determine appropriate responses in the defined areas. This includes maintaining quality control over all work delivered by staff, monitoring and evaluating services, and implementing corrective measures where neededlying.
Beyond frontline service delivery, the role encompasses broader management responsibilities within the public service framework. This includes managing corporate and financial services, contributing to the strategic plan, annual performance plan, operational plan and service delivery improvement plan. The manager must also drive performance management systems, empower staff, and ensure effective resource management. Building strong stakeholder relations is critical, involving partnership and collaboration with other government departments and non-governmental institutions to maximise the reach and impact of social development programmes.
