The Department of Social Development in the North West Provincial Government is advertising a vacancy for a Senior Organisational Development Practitioner, based at the Provincial Office and operating within the Human Capital Management Directorate under the Chief Directorate Corporate Services. This role sits at the heart of improving how the department structures its workforce, defines jobs, and runs its business processes. It is a specialist position requiring a blend of analytical, consultative and facilitation skills, aimed at supporting managers and staff through organisational change and service delivery innovation. The successful candidate will work closely with line managers to ensure the department’s structures, job descriptions and procedures remain relevant, efficient and aligned with public sector regulations and the Batho Pele principles.
Applicants need a Grade 12 certificate as well as a recognised Diploma or Bachelor’s Degree at NQF level 6 or 7 in Management Services, Production or Operations Management, Human Resource Management, or Industrial Psychology. In addition, they should have between two and three years of hands-on experience within the organisational development field, along with a valid driver’s licence. Holding a Job Evaluation Analysis Certificate will be a distinct advantage, as job evaluation forms a core part of the role. The ideal candidate will bring a strong understanding of corporate services management in the public service, as well as knowledge of supervisory practices, change management, programme and project management, work study investigations, client orientation, and customer focus. Familiarity with Batho Pele principles and the policy frameworks governing the public sector is essential.
The competencies required go beyond technical knowledge. The practitioner must be skilled in problem solving and conflict management, with strong presentation, communication and people management abilities. Honesty and integrity are non-negotiable, alongside creativity, negotiation skill, teamwork, and the capacity to manage knowledge and networks across the organisation. Computer proficiency and the ability to facilitate workshops are also expected. On a daily basis, the incumbent will conduct job evaluation processes, present outcomes to Job Evaluation Quality Assurance and Moderation Committees, and assist with the development and submission of job descriptions. They will participate in drafting the organisational structurecars and standard operating procedures, ensuring these documents accurately reflect the department’s operating model aim. They will also run workshops on job evaluation, job descriptions and standard operating procedures, and carry out business process mapping for various components within the department to identify more efficient ways of working.
This is a demanding yet rewarding position for an OD professional who enjoys both detailed analytical work and interactive facilitation. The appointment will be made in line with public service employment practices, and candidates should be prepared to apply their expertise in a District Health environment. The post is graded at a senior practitioner level with an annual salary package as advertised, and interested applicants must ensure they meet the qualification and experience criteria before applying. The role offers the opportunity to shape organisational effectiveness in a public service setting where service delivery improvement and sound human capital management are strategic priorities. Those with a strong background in job evaluation, business process improvement and organisational design will find this a meaningful career opportunity within the North West provincial government.
