The Senior Administration Officer for Conditions of Service is a key operational role within the Chief Directorate: Corporate Services, specifically in the Human Capital Management directorate. This position is responsible for ensuring that the department’s conditions of service, employee benefits, and related policy frameworks are managed consistently, fairly, and in line with public sector regulations. Working at the provincial office, the officer serves as a central point of expertise on service conditions, providing guidance to management and staff while also developing, reviewing, and implementing internal controls and procedure manuals. The role also involves direct management of critical employee lifecycle processes, including leave of absence and termination of services, making it an essential function for maintaining smooth human capital administration and compliance.
To be considered for this post, candidates must have a Grade 12 certificate as well as a diploma or degree at NQF level 6 or 7 in Human Resource Management, Industrial Psychology, or Public Administration. Applicants need a minimum of two to three years of relevant experience, with at least one year in a supervisory capacity. In-depth knowledge of and practical experience with the PERSAL system is a firm requirement, as this system is central to administering personnel and salary-related data. A valid driver's licence is also required, presumably to support the need for travel or provincial coordination duties. Beyond these formal requirements, the position calls for a solid understanding of corporate services management in the public service, including the Batho Pele principles, coupled with strong supervisory, problem-solving, and service delivery innovation capabilities.
The duties are varied and carry significant responsibility. The successful candidate will be expected to formulate and review policies and procedure manuals relating to conditions of service, ensure their effective implementation, and develop internal controls that safeguard both employee welfare and departmental compliance. Another core duty involves rendering support services and conducting training on the latest developments in service benefits and policies, meaning the officer must stay current with legislative and regulatory changes. They will also provide authoritative advice and support to the department on service conditions and benefits, helping to resolve queries and ensure consistent application of rules. Managing leave of absence and termination of services is a further key responsibility, requiring meticulous record-keeping, attention to detail, and fairness.
Candidates should bring a comprehensive set of competencies, including programme and project management, change management, conflict resolution, and people management and empowerment skills. Strong client orientation, customer focus, and communication abilities are essential, as is honesty, integrity, and excellent computer literacy. The role demands in-depth insight into applicable policy frameworks governing the public sector, as well as negotiation, creative, and teamwork skills. Networking and knowledge management abilities will also help the incumbent collaborate effectively across the department. Given the combination of policy, advisory, training, and administrative duties, this role is ideal for an experienced HR professional who thrives on both strategic policy work and hands-on service delivery. These are the attributes that will enable the successful candidate to make a meaningful contribution to the department’s human capital management objectives.
