This position is for a Senior Provisioning Administrative Officer specialising in Demand and Acquisition Management, based at the Capricorn District Office of the Department of Public Works, Roads and Infrastructure. The role sits within the supply chain management environment and is central to ensuring that the department procures goods and services in a fair, transparent, compliant and efficient manner. The incumbent will be responsible for managing the full demand and acquisition cycle, from the initial request for quotations through to the adjudication of bids, while also providing supervisory oversight to subordinate staff. The work requires a strong understanding of public sector procurement prescripts, the ability to coordinate multiple committees, and the capacity to maintain accurate records and registers for all bidding and quotation processes.

To be considered for this post, applicants need a Grade 12 certificate together with a recognised qualification at NQF Level 6 in Financial Management, Supply Chain Management, Procurement Management, Logistics, or an equivalent field as accepted by SAQA. A minimum of two to three years of relevant working experience is required, and a valid motor vehicle driver’s licence is essential, although an exception is made for persons with disabilities. The role demands a solid working knowledge of the Public Service Regulations, the Public Finance Management Act, and related policies and procedures. Familiarity with government financial systems such as BAS and LOGIS is important, as are skills in report writing, policy analysis, problem analysis, conflict management, and customer care. The successful candidate must also demonstrate honesty, confidentiality, good communication and interpersonal skills, and the ability to perform well under pressure.

The core duties of the post involve facilitating the requisition of quotations, receiving and processing approved specifications and terms of reference for bids, issuing requests for quotations, and managing the closing of bids and price quotations. The officer will record all bids and quotations in receipt registers, compile checklists, and facilitate both bid specification and bid evaluation processes. This includes compiling appointment letters for committee members, serving as the secretariat for these committees, and ensuring compliance with supply chain management prescripts. The role also requires interfacing with the departmental supplier database and the Central Supplier Database, requesting quotations from suppliers, and receiving, evaluating and adjudicating quotations. In addition, the post carries supervisory responsibilities for subordinates, so the incumbent must be able to guide and oversee the work of junior staff in the unit.

This is a demanding but rewarding position within a provincial government department that is committed to equal opportunity and affirmative action. Women and people with disabilities are particularly encouraged to apply. Shortlisted candidates should note that they will be subjected to security clearance, verification of qualifications, and pre-entry assessments, including a practical exercise and an integrity assessment. The recommended candidate will also undergo a Personnel Suitability Check. Applicants with foreign qualifications must have them evaluated by SAQA. The department reserves the right not to fill the post, and only shortlisted candidates will be contacted. Those who do not receive feedback within three months of the closing date should consider their application unsuccessful. Candidates attending interviews will need to make their own arrangements, as the department does not cover travel, accommodation or meal costs.
