This is a three-year contracted role, funded by the council, based at the Corporate Office of Maluti TVET College. As a Senior Practitioner in Human Resource Development, you will be responsible for giving strategic and operational direction to the college’s training and development functions. Reporting within the HR unit, the position is central to ensuring that the college not only complies with national skills development legislation but also builds a capable, motivated and well-supported workforce. The role combines supervisory oversight with hands-on coordination, requiring someone who can manage people, processes and systems while remaining attuned to the broader public service regulatory environment.

To be considered, applicants must hold a National Senior Certificate, Grade 12, Standard 10 or NCV Level 4, as well as a National Diploma or Degree in Human Resources or a closely related field. At least three years of relevant working experience is required, with a minimum of two years at a supervisory level. Practical computer literacy in MS Word, Excel and PowerPoint is essential, and an introduction certificate in PERSAL is also required. The successful candidate will need an unendorsed valid driver’s licence and should demonstrate sound knowledge of HRD processes, the Skills Development Levies Act, the Public Service legislative framework (including the Public Service Act, PFMA and Public Service Regulations), the Employment Equity Act, and both the Performance Management Development System and the Integrated Quality Management System. Strong written and verbal communication, customer orientation, organisational skills, attention to detail and the ability to work under pressure are all important attributes.

The main duties involve supervising the development and implementation of training and development programmes, ensuring the college’s Work Skills Plan is prepared, approved and submitted to the ETDP SETA, and then carried out. You will also oversee the awarding of bursaries, as well as internship and learnership programmes, ensuring they align with departmental policy. Another key responsibility is to monitor the implementation of PMDS and IQMS and to provide training to college officials on these systems. You will offer technical guidance on the development of job descriptions and ensure all officials have signed copies. In addition, you will ensure that the college’s Employment Equity Plan and HR Plan are developed, reviewed, submitted to Head Office and implemented. The role also includes supervising human, physical, financial and other resources within the unit.

This is an equal opportunity affirmative action position, with preference given to candidates who advance representativity in terms of race, gender and disability; people with disabilities are encouraged to apply. Shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment, and will be subject to personnel suitability checks including criminal, citizenship, credit, qualification and employment verification. Successful appointees may be required to work at other locations as reasonably directed and must be prepared to meet all application conditions, including submitting a signed Z83 form and a detailed CV, and producing certified documentation if shortlisted. Foreign qualifications must carry SAQA evaluation reports, and immigrants must arrange work permits before assuming duty.
