This position offers an opportunity for an experienced human resources professional to take on a dedicated role focused on remuneration and conditions of service within a national government department based in Pretoria. As a Senior Personnel Officer, the incumbent will be responsible for ensuring that the department’s workforce administration runs smoothly and in line with public service legislation and policies. The role sits within the broader HR environment and requires a solid understanding of the regulatory framework governing employment in the South African public sector, including the Public Service Act, Public Service Regulations, and the Protection of Personal Information Act. The successful candidate will also need to work confidently with PERSAL, the government’s integrated financial and human resource system, as well as standard Microsoft Office tools.
To be considered, applicants must hold a three-year National Diploma or Bachelor’s Degree in Human Resource Management, or an equivalent qualification at NQF level 6 or 7, recognised by SAQA. At least two years of relevant experience in an HR environment is required, and experience specifically in service conditions and benefits will be an added advantage. The role demands a range of generic competencies, including reliability, initiative, effective communication, strong interpersonal relations, teamwork, planning, and execution. Technical knowledge should cover HR management practices, public service policies and determinations on leave and special leave, the Financial Manual, the Guide for Members of the Executive, and the DPSA Professionalisation Directives. A broad working knowledge of PERSAL is essential.
The core duties involve facilitating the full spectrum of conditions of service processes. This includes managing appointments, promotions, transfers, relocations, resettlement, long service awards, leave administration, the Policy on Incapacity Leave and Ill Health Retirement (PILIR), injury on duty cases, and the processing of various allowances. The officer will also implement human resource information on PERSAL, ensuring data integrity and accurate reporting on remuneration and conditions of service matters. In addition, the role requires implementing relevant policies, procedures, systems, and templates, as well as managing termination of service processes such as retirements and resignations. The work is detail-oriented and requires a methodical approach to record-keeping and compliance.
Applicants should note that the application process requires the newly prescribed Z83 application form, which has been in effect since 2021, accompanied by a comprehensive CV that clearly indicates start and end dates for each position held, levels and ranks, current remuneration package, and at least two contactable references. Foreign qualifications must be evaluated by SAQA. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, and the successful candidate will be subject to pre-employment screening covering criminal, credit, citizenship, and qualification verification. The appointment is subject to a 12-month probation period and the signing of a performance agreement. Persons with disabilities are encouraged to apply. Correspondence is limited to shortlisted candidates, and those not contacted within three months of the closing date should consider their application unsuccessful.
