This position offers an opportunity for an experienced human resource professional to contribute to the effective functioning of the Department of Water and Sanitation, specifically within the Gauteng Provincial Operations directorate. Based in the Corporate Support Services unit, the Senior Human Resource Practitioner operates under the broader Support Services division and is responsible for overseeing critical HR functions that keep the provincial operations running smoothly. The role is particularly focused on pension administration, conditions of service, and the full spectrum of recruitment and selection activities, making it a central position for ensuring compliance with public service regulations and departmental policies.
Candidates interested in this role must hold a relevant National Diploma in Human Resource Management at NQF level 6, coupled with at least three years of practical experience in the HR field. While not mandatory, one to two years of supervisory experience within HR management will be considered an added advantage, as the role includes direct oversight of staff. A valid, unexpired driver’s licence is required, as is extensive knowledge of public service legislation, collective agreements, and related regulatory frameworks. Applicants must also possess PERSAL certificates and demonstrate hands-on working experience with the PERSAL system, since capturing and approving HR transactions on this platform forms a core part of the daily responsibilities. Strong verbal and written communication skills are essential, along with the ability to work under pressure and a solid level of computer literacy. Exposure to OSD appointment procedures, pension administration, and conditions of service matters such as leave, housing allowances, PILIR, ill health retirement, upgrades, and various allowances is also expected.
The duties attached to this post are broad and carry significant responsibility. The successful candidate will supervise the pension administration unit, implement GEPF regulations and processes, and verify pension cases on the PCM system. Maintaining accurate databases related to conditions of service and other HR matters is another key function, as is facilitating the implementation of HR policies, strategies, procedures, and practices. The role also involves providing advisory services to regional staff, line managers, and senior management, as well as liaising with external bodies such as National Treasury and the Compensation Commissioner. Monitoring and evaluating all HR transaction processes falls within the scope of the position, alongside the supervision, training, and motivation of staff. In terms of recruitment, the practitioner will facilitate recruitment and selection processes, prepare detailed long lists, score sheets, and applications from the Z83 application system, supply employment equity statistics, facilitate shortlisting and interview processes, draft appointment submissions, and route them for approval. Capturing and approving HR transactions on PERSAL completes the core operational duties.
This is an equal opportunity employment position, with the department committed to the objectives of the Constitution and the Employment Equity Act. Women and persons with disabilities are encouraged to apply, and preference will be given to candidates who align with the departmental employment equity targets. Shortlisted candidates should be prepared to undergo suitability checks, including SAQA verification of qualifications, reference checks, and criminal and credit checks. Foreign qualifications must be accompanied by a SAQA evaluation certificate, and foreign nationals or dual citizenship holders will need a police clearance certificate from their country of origin. Candidates may also be required to complete a financial disclosure form and undergo security clearance. Correspondence will be limited to shortlisted candidates, and applicants who do not receive feedback within three months of the closing date should consider their application unsuccessful. The department reserves the right not to fill the post. Applications are submitted online via the departmental recruitment portal, and supporting documents need only be produced at the interview stage, in line with current DPSA circular guidance.
