This position offers an opportunity for an experienced investigator to join the Provincial Office of the Department of Employment and Labour in the Eastern Cape as a Senior Fraud Investigator. The role sits within the department’s broader anti-fraud and corruption framework, focusing on protecting the integrity of the Unemployment Insurance Fund and related labour programmes. The successful candidate will be expected to take a proactive role in both preventing and detecting fraudulent activities, while also contributing to the strategic direction of the department’s fraud prevention initiatives.
To be considered, applicants must hold a three-year relevant tertiary qualification in fields such as Risk Management, Internal Audit, Risk and Security Management, Accounting, Law, Policing, or Forensic Investigation, or alternatively possess a CFE qualification. In addition, at least two years of functional experience in an anti-fraud and corruption environment is required. Membership of the Association of Certified Fraud Examiners (ACFE) will be an added advantage. The role demands a willingness to travel nationally, and possession of at least a Code 8 driver’s licence is essential. The department is looking for someone with a solid grounding in investigative principles and practices, departmental and Fund policies, the Public Financial Management Act, the Unemployment Insurance and Unemployment Insurance Contribution Acts, and a basic knowledge of labour legislation. Familiarity with anti-fraud and corruption policies, court and criminal procedures, fraud-related administration and operations, as well as the Batho Pele principles, is also expected.
The core duties involve implementing fraud and corruption prevention strategies, conducting thorough investigations into reported cases of fraud and corruption, and analysing system capabilities to strengthen anti-fraud management programmes. The Senior Fraud Investigator will also liaise with relevant sections within the Department of Employment and Labour as well as external stakeholders on fraud prevention measures, and will be responsible for supervising resources within the unit. Strong planning, organising, time management, conflict management, analytical, investigation, computer literacy, presentation, communication, and report writing skills are all essential to succeed in this role.
