The Senior Examiner position is located within the Examination, Execution and Deeds Training Services directorate of the Limpopo deeds registry in Polokwane. This is a supervisory and quality assurance role at the heart of the deeds registration value chain. The incumbent ensures that all deeds and documents submitted for registration are thoroughly examined, comply with the relevant legislation and practice directives, and are processed without delays that could hamper conveyancing transactions. As a senior figure in the examination unit, the role connects frontline first-level examiners with the broader objectives of the deeds office, which include legal certainty, efficient turnaround times and client satisfaction.
Candidates must hold a Grade 12 certificate together with a National Diploma in Law, a National Diploma in Deeds Registration Law, a BProc, an LLB, or another equivalent legal qualification. At least three years of hands-on experience in the first-level examination of deeds and documents is required. The role calls for a firm understanding of deeds registration processes and procedures, the interpretation of statutes, the examination of deeds, property law, human resource prescripts and project management. In addition, the successful applicant must demonstrate strong computer literacy, communication, organising, problem-solving and interpersonal skills, along with report writing, supervisory, people management, interpretation, analytical and presentation abilities.
The duties are extensive and centre on the examination of deeds and documents for registrability. The Senior Examiner checks that first-level examination work has been carried out correctly and initiates corrective measures where deficiencies are found. The role includes advising conveyancers about non-compliance with practice, procedures and legislation, and then passing or rejecting deeds as appropriate. The incumbent compiles quality assurance reports, implements suitable interventions and submits these to management. Keeping legislative and procedural knowledge current is also essential, as the position requires updating acts, manuals and circulars.
Training forms a significant part of the job. The Senior Examiner trains subordinates, conducts person-to-person training sessions, maintains a training schedule and nominates staff for deeds training courses. Externally, the role involves consulting with clients regarding deeds and documents, discussing notes with conveyancers and providing professional guidance. The incumbent also checks deeds for compliance, removes notes once issues are resolved, and manages the distribution of deeds by sorting and assessing them, compiling distribution lists and allocating batches to examiners. Monitoring townships, schemes, rosters, corrective maintenance and expedited deeds is another key duty, as is analysing DOTS reports on discrepancies and outstanding deeds and initiating corrective measures to address backlogs.
This demanding position requires sound judgement, meticulous attention to detail and the ability to manage both people and processes. As a public service post, it is subject to employment equity targets, with preference given to Coloured, Indian and White males and females, as well as persons with disabilities, in line with the department's affirmative action commitments. The vacancy is advertised through the official Public Service Vacancy Circular, and applicants must ensure that their submissions are complete and delivered before the stated deadline, as late or incorrectly submitted applications will not be accepted.
