The Senior Administrative Officer position within the Supply Chain Management component of the Western Cape Health Warehouse is a key operational role tasked with ensuring that medical consumables and related supplies are procured, stored, and distributed efficiently and in full compliance with provincial and national prescripts. The successful candidate will work within a structured government environment, supporting the warehouse's core mandate to provide an uninterrupted supply of health commodities. This is a demanding position that combines acquisitions management, contract administration, stock control, and human resource oversight, requiring a proactive individual capable of managing multiple priorities while maintaining meticulous records.
Applicants must hold an appropriate National Diploma at NQF level 6 or equivalent qualification in Supply Chain Management. In addition, relevant experience in supply chain and warehouse management is essential, specifically covering demand planning, inventory optimisation, supplier coordination, and the maintenance of effective storage and distribution systems. Practical experience in managing and handling stock within a store or warehouse environment is also required. A valid Code B/EB driver's licence is an inherent requirement, along with competencies such as the ability to collate and verify data accurately and methodically, sound interpersonal and organisational skills, and computer literacy in MS Word, Excel, and Outlook. Knowledge of and practical experience with LOGIS or the Basic Accounting System (BAS) is essential, as is familiarity with administrative and support duties in a store/warehouse setting.
The core duties of the post revolve around acquisitions management. The incumbent will handle and manage contracts as per official notices to procure medical consumables, whether contract or non-contract items. This includes ensuring compliance with the Accounting Officer system and delegations when acquiring goods and services, and maintaining up-to-date knowledge of departmental policies and procedures. The officer will manage procurement end-to-end, spanning sampling requests, evaluation submissions, presenting to the Quotation Committee, and following all prescribed procurement processes. Work will be executed within the Electronic Procurement System (ePS), with responsibility for preparing bidding templates and supporting documentation. Beyond procurement, the role requires compiling reports on stock on hand and dues-out to support inventory control and planning, as well as contract management, forecasting, demand management, reporting, and policy development for the warehouse. Other technical compliance areas include ESL, LOGIS ICN compliance, and BMI. The officer will maintain regular contact with suppliers and internal stakeholders, follow up on outstanding orders, assist with interim and annual financial reporting including year-end processes, and perform ad-hoc administrative and operational tasks. They are also expected to initiate proposals for improved efficiency and service. Human resource management duties include attendance register control, leave planning and control, labour relations, identifying training and development needs, and conducting performance agreements and reviews.
Candidates should note that this is a government position within the Western Cape Department of Health, and the selection process includes a practical test. No payment of any kind is required when applying for this post. This role is suited to a detail-oriented professional with strong logistical and administrative abilities who can thrive in a fast-paced, compliance-driven warehouse environment.
