This position is for a Senior Administrative Officer specialising in movable assets, based at the Head Office in Johannesburg within the Goods and Services SCM directorate. The role is central to the department’s supply chain management function, focusing specifically on the lifecycle management of movable assets—from acquisition and bar coding to verification, maintenance, and reconciliation. Operating within the broader public service regulatory environment, the officer ensures that all movable asset processes align with Treasury guidelines, the Public Finance Management Act, and the department’s strategic objectives. This is an OSD-graded post offering a competitive salary and benefits package, and it reports within a structured SCM component that supports the department’s overall financial governance.
To be considered, applicants need an undergraduate qualification at NQF Level 6 or 7 in Supply Chain Management, Logistics, Cost and Management Accounting, or Financial Management/Accounting. In addition, at least two years of direct experience in asset management is required. A valid driver’s license is essential. The role demands solid knowledge of the Public Service Regulatory Framework, departmental strategy, SCM policies and procedures, as well as in-depth familiarity with the Public Finance Management Act, Treasury Regulations, financial delegations, and risk management. Candidates must also demonstrate strong communication, computer literacy, analytical, presentation, and report-writing skills. Personal attributes such as being a team player, working independently, professionalism, a quality-driven approach, and the ability to perform under pressure are critical.
The duties are extensive and hands-on. The officer will contribute to developing the Movable Assets Register according to Treasury guidelines, compile and update user lists, and facilitate the bar coding of new acquisitions. Daily responsibilities include capturing asset movements on the BAUD system, preparing monthly reconciliations between BAS and BAUD, and verifying receipts for correctness. The role also involves conducting annual asset verifications, quarterly spot checks, and maintaining the asset register alongside ledger accounts. Preparing monthly Section 40 Reports for Treasury is a key deliverable, as is developing and maintaining filing systems, recording and retrieving correspondence and data, and drafting submissions, memos, and letters. The officer will also provide logistical support for meetings. As a supervisory position, the role entails signing performance agreements for subordinates, managing discipline, overseeing training and development, and updating service delivery and work plans for the team.
Applicants should note that this is a full-time government position with specific application conditions. Only shortlisted candidates will be asked for certified copies of qualifications, and foreign qualifications must be accompanied by a SAQA evaluation certificate. All shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment, with results contributing to the interview process. A personnel suitability check will also be conducted, covering vetting, criminal records, citizenship, credit records, qualifications, and employment verification. The department encourages youth, people with disabilities, and candidates from coloured, Indian, and white population groups to apply, and persons with disabilities must submit a confirmation from a registered medical practitioner. Because of high application volumes, correspondence is limited to shortlisted candidates only, and if no response is received within three months of the closing date, applicants should consider their application unsuccessful.
