This position is for a Senior Administrative Officer focused on Human Resources and Labour Relations, based at Alexandra Hospital within the Metro Health Services component of the Western Cape provincial government. The role operates at an institutional level within a public hospital environment, where the incumbent will be responsible for ensuring sound labour relations and effective human resource management. The post is fundamentally about supporting management, advising on policy, and maintaining compliance across HR practices and labour relations processes.
Candidates must hold an appropriate three-year National Diploma or Degree, and have relevant experience in Human Resource Administration and Labour Relations, including practical working knowledge of the PERSAL system. Supervisory experience is also required, as the role involves managing and developing HR officials. A valid driver's licence is an inherent requirement. The ideal candidate will have thorough knowledge of labour relations standards and prescripts, the Public Service Act and resolutions, various OSDs, HR policies and collective agreements. Strong analytical skills are needed to interpret HR data and compile management reports with trend analysis. Proficiency in MS Office (Word, Excel, PowerPoint) and excellent verbal and written communication skills are essential. A willingness to work overtime when required is also expected.
The main duties include rendering labour relations services at the institutional level, administering grievance and disciplinary cases, and keeping a database that supports monthly labour relations reports. The officer will serve the Institutional Management and Labour Committee and provide advice to management on all labour relations policies and interventions. Supervision of the general staff office is a core responsibility, including training and developing HR officials on matters such as the performance management system and discipline. The role requires adherence to all transversal personnel practices and ensuring compliance with HR policies, resolutions and collective agreements. Additionally, the position involves addressing findings from Auditor-General reports, internal audits and HR compliance reports, and supporting personnel administration and HR management more broadly. The officer is also responsible for HR statistics and the effective use of the PERSAL system.
