    This position operates within the Overberg District of the Western Cape Department of Health, based at Caledon Hospital, and is central to the effective running of the hospital’s financial and supply chain operations. As a Senior Administrative Officer, the successful candidate will take overall responsibility for managing all finance and supply chain management functions at the facility. This includes ensuring that procurement policies and processes are applied efficiently and effectively, while also overseeing related support services such as patient administration, medical records, and hospital fees. The role sits within a broader provincial health environment, so the officer will work closely with departmental prescripts, Treasury regulations, and the Public Financial Management Act to ensure full compliance and sound governance.

    Candidates must possess an appropriate three-year National Diploma or Degree, together with solid experience in finance, revenue, patient administration, and supply chain management. Practical experience in budget and expenditure control, as well as the management of asset and liability accounts, is essential, along with prior supervisory experience. A valid Code B/EB driver’s licence is an inherent requirement, and the incumbent must be willing to rotate within the Finance and Supply Chain sections when required and to work after-hours as operational needs dictate. On the technical side, extensive knowledge and practical experience in BAS, LOGIS, and EPS are required, as is familiarity with Clinicom and accounts receivable systems. The role also demands thorough knowledge of relevant financial prescripts, departmental policies, delegations, and procedures, supported by strong organisational, managerial, and leadership abilities. Excellent people management skills and the capacity to motivate a team within a collaborative environment are key, as are strong verbal and written communication skills in at least two of the three official languages of the Western Cape.

    The day-to-day duties are broad and include the overall management of finance and supply chain functions, inventory control, warehouse management, and asset management processes. The officer must ensure the accurate and timeous preparation of reports and assist in compiling the annual and interim financial statements, while also clearing asset and liability accounts. Supervision of patient administration, medical records, and hospital fees departments is another core responsibility, alongside the implementation of sound labour practices and the promotion of a healthy, compliant workplace culture. The position carries significant responsibility for financial integrity and operational continuity at the hospital.
