This position, based at Khayelitsha District Hospital under the Metro Health Services directorate, offers an opportunity for an experienced finance and patient administration professional to take on a senior leadership role. As a Senior Administrative Officer focused on revenue, fees, admissions, and medical records, the incumbent will be responsible for ensuring the hospital’s revenue generation and collection functions run efficiently, while also overseeing the management of patient data and records in line with provincial and national health finance regulations. The role sits at the intersection of financial management, patient services, and human resource supervision, making it a demanding but impactful post within the public health sector.
To be considered, candidates must hold an appropriate National Diploma at NQF level 6 or an equivalent qualification. In addition, the role requires significant, appropriate experience in revenue management—specifically hospital fees and patient administration—as well as in medical records. Supervisory experience within these fields is essential, along with practical experience of patient admissions and ward administration, particularly using the Clinicom system. The ideal candidate will possess a thorough working knowledge of the Department of Health’s Chapter 9 financial and revenue management policies, with particular emphasis on patient fee management and revenue collection in public health facilities. Familiarity with systems such as AR, Clinicom, BAS, and JAC is required, as is knowledge of UPFS, Chapter 18, PFMA, and the handling of state money and patient valuables under Chapter 6. Strong numerical, interpersonal, communication, and computer skills—including proficiency in Microsoft Office—are also necessary, as is the ability to work independently and accept accountability. A willingness to travel and to work after hours when required is an inherent requirement of the job.
The duties of the post are broad and carry considerable responsibility. The successful candidate will manage and support revenue generation and collection areas, and must ensure that monthly revenue targets from medical aids, third parties, and self-funded patients are met. This involves overseeing the crediting of all payments on both the BAS and billing systems, monitoring reconciliation between the two, and ensuring timely reporting. The role also includes managing patient administration services and medical records, with a focus on improving data quality and maintaining accurate patient information according to finance instructions, circulars, and policies. The senior officer will manage the fees department, ensuring compliance with revenue notices, standard operating procedures, and PFMA, while also attending and conducting relevant meetings and forums. Effective debt management, budget control, and submission of monthly reports to management are key. Additionally, the role carries human resource responsibilities, including supervision, evaluation, disciplinary procedures, and general staff management in line with HR policies. The officer will also assess patients in accordance with Hospital Memorandum 18 and the UPFS manual. This is a role for someone who can lead a team, work under pressure, and maintain integrity in handling state funds and confidential patient records.
This is a core position within the Western Cape Department of Health, and applicants should note that no payment of any kind is required when applying for this post. The role offers a challenging environment for a dedicated professional looking to contribute to public health service excellence at a busy district hospital.
