This position offers an opportunity for a skilled finance professional to take on a senior administrative role within the public healthcare sector, specifically based at Groote Schuur Hospital in Observatory. As a Senior Administrative Officer specialising in Finance, with a particular focus on fees, the successful candidate will be responsible for the financial health of the hospital’s revenue streams. The role sits within the hospital’s finance unit and requires a blend of financial management expertise, supervisory capability, and a thorough understanding of the specific systems and regulations governing hospital fees in the Western Cape Department of Health. This is a demanding but rewarding post for someone who thrives on ensuring that revenue targets are met and that financial processes run smoothly in a large, complex hospital environment.

To be considered for this role, applicants must hold an appropriate three-year National Diploma or Degree. Crucially, the role requires appropriate experience within a Hospital Fees environment, including familiarity with Hospital Information Systems. This is not a general finance position; it demands specific knowledge of how patient fees, medical aid claims, and third-party billing operate within a hospital setting. In addition, candidates need appropriate supervisory experience, as the role involves managing staff. The ideal candidate will also demonstrate a willingness to relieve colleagues in other areas when needed, which is listed as an inherent requirement of the job. On a competency level, the post calls for sound knowledge of budgeting, strong computer literacy in MS Word, Excel, and PowerPoint, and excellent interpersonal and labour relations abilities. Managing skills are essential, as is a solid working knowledge of the Hospital Fees Memorandum Chapter 18, the HIS system (specifically Clinicom/AR), UPFS, PFMA, and Treasury Instructions.

The core duties of this role revolve around revenue management and reporting. The Senior Administrative Officer must ensure that all monthly revenue targets are received from medical aids, other third parties, and self-funded patients, ultimately contributing to the achievement of the year-end target. This involves overseeing the crediting of all payments on both the BAS system and the billing system, ensuring that all reporting functions are completed timeously. The role also includes managing and providing support to various areas with regard to revenue collection and revenue generation. A key responsibility is monitoring the balancing between the BAS system and other financial records. Additionally, the post holder will be responsible for managing staff appropriately in line with human resources policies, ensuring that the team is motivated, disciplined, and performing effectively.

This is an OSD-graded position, and the salary is commensurate with the seniority of the role. It is important to note that no payment of any kind is required when applying for this post, and shortlisted candidates may be subjected to a practical test as part of the selection process. The post is advertised in the public service circular, and interested applicants should note that this is a full-time, on-site role based at one of South Africa’s most prominent hospitals. The successful candidate will play a vital part in ensuring the financial sustainability of the institution, working within a supportive but fast-paced public sector environment. This is an excellent opportunity for a finance professional with hospital fees experience to advance their career while making a meaningful contribution to public healthcare administration.
