This position is for a Senior Administration Officer specialising in employee salary notches and pay progressions, based at the National Head Office of the Department of Correctional Services. The role sits within the HR Support Directorate, specifically the HR System and Support component, and is central to the accurate and policy-compliant administration of salary progression for departmental staff. As a senior officer, the incumbent will be responsible for ensuring that pay progression processes are executed correctly, that assessment outcomes are properly aligned, and that all related data is captured and maintained with integrity on the PERSAL system. The role also supports broader HR functions, including budget estimation, performance information management, and the oversight of human resources, finance, and assets within the unit.
To be considered, applicants must hold a recognised Degree or National Diploma in Human Resource Management or a relevant qualification, coupled with three to five years of relevant working experience. Computer literacy and a valid driver’s licence are essential. The role demands a thorough working knowledge of the Public Service Regulations, collective agreements and DPSA circulars relating to employee notch progression, as well as the career management strategy, performance management system, and HR mandates that govern these processes. Familiarity with the Basic Conditions of Employment Act, financial policies covering claims, expenditure, advances, payments and invoices, and a range of HR policies on leave, performance assessment, discipline, grievances, skills development, occupational health and safety, employee wellness, remuneration and allowances is also required. The ability to access and interpret management information, together with strong communication, problem-solving, listening and report-writing skills, is essential for success in this role.
The core duties involve administering employee pay progression processes within the Department, ensuring that assessment results are correctly aligned, and applying career path requirements according to salary level. The officer will capture and verify data integrity on PERSAL, administer salary notch processes, and interpret policy with regard to notch increases. The role also includes assisting the Chief Directorate: Legal Services with salary notch disputes, supporting budget estimations for notch increases, and managing performance information, human resources, finance and assets. This is a Public Service Act appointment, and the successful candidate will be expected to work within the regulatory and policy frameworks that govern the public service. The position offers an opportunity to contribute meaningfully to the fair and accurate remuneration of employees within a large national department, ensuring that progression processes are transparent, consistent and aligned with broader career management and performance objectives.
