This position is a senior administrative role within the Transport Support Services directorate, based in Bedfordview. The post focuses on loss control and vehicle monitoring, meaning the incumbent is responsible for safeguarding the department’s fleet assets, ensuring full compliance with transport regulations, and promoting efficient and cost-effective use of government vehicles. It is a Level 08 post, placing it at a supervisory administrative tier within the department, and it requires strong attention to detail, analytical capability, and the ability to manage both people and data.
To be considered, applicants must be able to oversee compliance with organisational fleet policies and procedures. This includes monitoring vehicle licences, roadworthy certificates, permits, and insurance documentation, as well as verifying that all transport operations meet regulatory and operational standards. A core requirement is the ability to maintain accurate fleet records and keep documentation audit-ready at all times. The role also involves substantial reporting and data analysis work: the officer must analyse vehicle tracking data, identify trends, prepare management reports on fleet performance and utilisation, monitor key performance indicators, and make practical recommendations to improve operational efficiency and reduce costs.
The duties are wide-ranging. The officer will manage fleet vehicle utilisation through tracking and telematics systems, recording movements, mileage, fuel consumption, and driver behaviour. Irregularities such as unauthorised trips, excessive idling, speeding, and vehicle misuse must be identified and reported. Daily, weekly, and monthly monitoring reports will be generated to guide fleet allocation decisions. The role also covers administrative and operational supervision: maintaining driver profiles, monitoring driver compliance, reporting incidents of misuse or non-compliance, supporting driver awareness initiatives, and verifying fuel transactions. A key responsibility is detecting and reporting potential fuel abuse or fraud while assisting in fuel-saving initiatives. The officer will further serve as a point of contact for internal departments and external stakeholders, responding to vehicle monitoring queries, providing fleet information, and managing relationships with service providers.
Supervisory duties are also central. The incumbent will provide operational guidance and support, supervise staff in daily activities, monitor the use of financial and operational resources, compile budget inputs, and facilitate staff development. This is a demanding coordination role that combines fleet governance, data-driven oversight, and people management.
The department is an equal opportunity, affirmative action employer. Preference may be given to appointable applicants from under-represented designated groups, and persons with disabilities are encouraged to apply. Shortlisted candidates will undergo screening and security vetting, including criminal record checks, citizenship status verification, credit checks, reference checks, and qualification verification. Applicants must ensure their online application is fully completed and include a detailed CV with at least three contactable references; failure to disclose required information will lead to disqualification. Certified copies of qualifications, identity documents, and a driver's licence will be required from shortlisted candidates, and foreign qualifications must be evaluated by SAQA.
