    The Western Cape Mobility Department is seeking a Road Safety Officer to be based in the West Coast region, playing a key role in the provincial government’s efforts to reduce road crashes and promote safe road use. Working within the Metro North Region, the officer will support the planning, coordination and execution of road safety interventions, helping to translate provincial road safety strategy into practical, on-the-ground activities. This is a Level 07 post within the Western Cape Government, offering an opportunity for a candidate with a strong background in education, communication, public relations, project management or the social sciences to contribute directly to public safety outcomes.

    To be considered, applicants need an appropriate three-year tertiary qualification at National Diploma, B-Degree or higher level in one of those fields, together with at least one year of relevant working experience. A valid code B driving licence is required, although the department notes that people with disabilities that restrict driving abilities but who have reasonable access to transport may also apply. The role demands a broad set of competencies, including knowledge of legislation, regulatory frameworks, policies and best practices relevant to road safety; the ability to use information systems for knowledge management; and practical skills in providing traffic safety education and creating public awareness. The successful candidate will also be expected to plan and execute road safety interventions, market heavy-duty driver training assistance, monitor the services rendered by driver training schools, and conduct strategic planning and project management. This includes developing, implementing and reviewing policies and operational processes, managing procurement and tendering, and applying modern systems of governance and public administration.

    The main duties involve rendering support with the planning and execution of road safety interventions in the Metro North Region, as well as hosting these interventions and providing feedback and solutions to improve service delivery. The officer will be accountable for progress and performance, and will take responsibility for resource and equipment management. This means working closely with stakeholders, managing operational activities, and ensuring that road safety campaigns and programmes are delivered effectively and within available resources. The position also requires the ability to work under pressure, meet tight deadlines, travel regularly away from the office, and work irregular hours when required. Strong report writing, problem-solving, planning and organisational skills are essential, along with effective communication in the required language.

    Candidates should be proficient in numeracy, literacy and computer functions, and must understand the constitutional, legal and institutional arrangements governing the South African public sector, including the Public Finance Management Act, National Treasury Regulations and Provincial Treasury Instructions, as well as labour relations legislation. Knowledge of the functioning of the Western Cape Province and sister departments, and the ability to assess regional and local political, economic and social affairs, are also important. The role requires an understanding of performance management processes, public finance and human resource administration, and the ability to support the policies of the government of the day.

    Shortlisted candidates will be required to attend interviews and submit duly completed vetting and supporting documentation within a specified timeframe. They will also undertake two pre-entry assessments: a practical exercise to determine suitability based on the post’s technical and generic requirements, and an integrity assessment. The selection process will be guided by the employment equity targets of the department.
