    This is a senior leadership post within the City of Ekurhuleni's Department of Real Estate and Development Planning, focused on the regional management of the Property Management Division. The Regional Executive Manager is accountable for the full human resources and financial management of the division at regional level, including planning, organising, leading, coordinating and controlling all property-related activities. The role oversees the entire Council property portfolio in the region, ensuring that all property management processes — from leasing and acquisitions to disposals and customer and revenue enhancement — are conducted in line with relevant property legislation, Council policies, supply chain management rules and procedures, and with the overarching aim of minimising risk while maximising social, environmental and economic returns.

    Candidates must hold a bachelor's degree in Real Estate, Law or Public Administration, possess a valid driver's licence, and have between five and eight years' management experience in property management, specifically covering areas such as leasing, acquisitions and disposals. This is an operationally demanding role that requires both strategic vision and hands-on managerial capability.

    The core responsibilities are wide-ranging. The successful candidate will be responsible for human resource and financial management of the regional Property Management Division, ensuring the division meets its strategic objectives, reduces business costs, and protects Council's interests. They will provide input on property management policies and promote business strategy, while leading and monitoring regional offices as they process applications for the lease or purchase of Council property and manage the regional lease portfolio. A key part of the role is the continuous development and improvement of operational processes to meet departmental goals, as well as ensuring that property management inspection reports are properly compiled, recorded and presented in conjunction with reports to Council.

    The manager will also manage Council's lease portfolio by collaborating with relevant units to give effect to the departmental real estate strategy and lease policy, and monitor compliance with legal contracting requirements across the property portfolio. Compliance with the Municipal Finance Management Act (MFMA) is essential, particularly regarding the collection of monies owed to the City, along with other relevant legislation. The role works closely with the Facilities Management Division to develop proactive maintenance strategies and programmes, and is responsible for maintaining regional office communications and liaising strategically with internal and external stakeholders. The manager must also ensure compliance with service level agreements to support service delivery priorities and strategies of both the regional office and the division.

    This is an OSD-graded position and the successful candidate will need to sign a performance contract. Applicants may be asked to provide proof of the NQF level of their qualifications.
