The Regional Commissioner position within the Department of Correctional Services is a senior executive role based in the KwaZulu-Natal Region, responsible for translating national policy into tangible outcomes at a provincial level. This is a high-impact leadership post within the South African public service, requiring an individual who can provide strategic direction across the full spectrum of correctional operations. The role sits at the heart of the criminal justice system, demanding a deep understanding of how correctional services interact with policing, courts, and other justice cluster partners to ensure public safety and the effective rehabilitation of offenders.
Candidates must hold a postgraduate qualification at NQF level 8 in Public Administration, Law, Criminology, Social Sciences, or a related field recognised by SAQA. In addition, a certificate for entry into the Senior Management Services from the National School of Government is compulsory, alongside eight to ten years of experience at a senior managerial level. The ideal applicant will have sound knowledge of the South African Correctional System and a thorough understanding of the functioning of the Criminal Justice System. Computer literacy and a valid driver’s licence are also required. The role demands a broad set of competencies, including strategic capability, financial management, change and people management, programme and project management, communication, problem solving, transformation management, negotiation, and diplomacy. A strong grasp of public service legislation, particularly the Public Service Act, the Public Finance Management Act, and the Correctional Services Act 111 of 1998 as amended, is essential.
The duties of the Regional Commissioner are extensive and centre on providing strategic leadership to ensure the efficient, effective, and economic management of the region. This includes managing care programmes that maintain the personal well-being of offenders, as well as development programmes aimed at their growth and rehabilitation. The role also involves overseeing security services for personnel, service providers, the public, offenders, and all departmental operations. A key responsibility is managing the Justice, Crime Prevention and Security cluster and other stakeholders in the region, ensuring collaborative approaches to safety and justice. The Commissioner must also manage the development and implementation of aftercare services for offenders and correctional programmes designed to address offending behaviour. Effective risk management is required to ensure compliance with the departmental risk management plan, alongside the management of human resources, finance, assets, and performance information.
This is an appointment under the Correctional Services Act, reflecting the statutory nature of the position. It is a demanding executive role suited to a leader with a strong record of managing complex public sector environments, driving transformation, and upholding good corporate governance principles. The successful candidate will be expected to demonstrate accountability, confidentiality, and a client-oriented approach while navigating the challenges of correctional management in a dynamic and often sensitive context.
