    MAGARENG MUNICIPALITY PERSONNEL VACANCY Magareng Local Municipality (situated at Warrenton, Frances Baard District in the Northern Cape) serving the towns and rural areas of Warrenton, invites applications from suitably candidates to fill the following vacant position within its establishment: HOD: COMMUNITY SERVICES (RE-ADVERTISEMENT) Remuneration Package: Minimum: R1 174 283, Lower: R1 202 466 Mid-point: R1 231 325, Upper: R1 260 877 and Maximum: R1 291 138 per annum (all inclusive package), plus 4% remote allowance. Remuneration package will be paid as per the applicable notice. 54505 of 2026, total packages payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers; Terms of Appointment: A Permanent Appointment (in-terms of the Local Government: Municipal Systems Amendment Act, 2022 (Act 3 of 2022) published under Government Gazette No: 46740, dated 17 August 2022, including the signing of an employment contract and performance agreement in-terms of section 57 of the Municipal Systems Act, 2000 (Act 32 of 2000), and declaration of interest. Job Requirements: - Bachelor Science Degree in Social Sciences / Public Administration / Law or equivalent. - A post graduate qualification will be an added advantage; - Registration with the South African Council for Social Services Professionals (SACSSP), or similar recognised relevant professional body will be an added advantage. - The successful candidate must meet the minimum competency requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualification Authority ID No. 48965 for Accounting Officers of Municipalities, e.g. (CPMD, MFMP, etc). If a newly appointed person is not in possession of this Competency, he/she must complete it within (18) months from the date of appointment, in accordance with Government Notice, No.91 of 3 February 2017, as promulgated in Government Gazette No.40593. - Minimum of five years experience at middle management level; - An advance level of Computer Literacy and proven ability to manage financial accounting systems and have proven successful institutional transformation within public and private sector. - Valid driver’s licence Knowledge, Skill and Competencies - Sound knowledge and understanding of relevant policies and legislations; - Sound knowledge and understanding of institutional governance system, audit, risk and performance management process. - The Municipality is seeking a strategic thinker for this role who can demonstrate executive disposition and conceptual, judgemental and interpretative abilities. There is a high demand at this level for attention and prompt response to community related queries and specific priorities and mandates of council. The incumbent must be able to plan and organise, control resources, communicate, negotiate and, place emphasis on time and service level standards. Key Performance Areas This post operates at a strategic level to provide strategic support to all the functions within the Magareng Municipality with the main priorities being:- - Overall Management of the Community Services Department; - Local Economic Development Management; - Manage Parks and Recreations which include Libraries; - Manage Public Safety which includes Municipal Traffic and Securities; - Housing and Land Use Management - Cemetery Management and Landfill site. - Development of the Directorate`s long and short term programs to support the service delivery priorities of the Municipality`s Integrated Development Plan. - To oversee the capital and operational budgeting requirements for projects and to enable effective functioning of the Department. - To initiate a lead research into policy provisions and regulations in accordance with legislative prescripts; - Liaison and communication - Maintenance of vehicle and equipment. - Management of Health and Safety within the Department. - Compilation of all policies and procedures related to Community Services to ensure the smooth running of the Department; - Support and advice the Accounting Officer and other Senior Managers in the Execution of their functions on matters related to Community Services; - Perform any other duties or functions that may be assigned by the Accounting Officer of the Municipality Please Note: Designated groups, including people living with disabilities, are particularly encouraged to apply. 1.
