    Job Purpose

    The purpose of this position is for the incumbent to provide quantity surveying services as defined in the Quantity Surveying Profession Act 2000 (Act No 49 of 2000) within the Infrastructure Development and Facilities Management Department. The incumbent must deliver and execute all property and construction projects, which includes new buildings, extensions and alteration of existing buildings or other land improvement, refurbishments, renewals, or replacements; student housing; environmental & social sustainability; and national priorities.

    Requirements

    A relevant Bachelor’s Degree, BTech Degree or Advanced Diploma in Quantity Surveying (NQF Level 7) Professionally registered with SACQSP (South African Council for the Quantity Surveying Profession) At least Five (5) years related experience. A Valid Driver’s License Must have strong background within the built environment. Proven experience with construction contracts Proven experience in the procurement process of projects Competencies •  Proven track record in project financial management •  Good organizational and planning skills •  Able to work independently. •  Excellent verbal & written communication skills •  Outstanding client liaison skills •  Excellent time management skills and attention to detail. •  In-depth knowledge of the building/ construction industry. •  Good report writing skills. •  Ability to achieve deadlines under pressure. •  Knowledge of the Health & Safety Act •  Sound knowledge and proven experience of construction contracts. •  Sound knowledge and proven experience in the procurement process of projects. •  Excellent Professional/Technical skills •  Good Project Management Skills •  Knowledge of laws and government regulations. •  Knowledge of materials, methods, contracts, and design techniques involved in the construction or repair of buildings, and other structures.  

    Duties

    Carrying out the normal duties and functions of a Person Registered in Terms of the Quantity  Surveying Profession Act 2000 (Act No 49 Of 2000), which include but are not limited to the following: •  Assist in establishing a client’s requirements and undertake feasibility studies. •  Liaison and team collaboration with various internal and external stakeholders such as clients and the design team. •  Prepare estimates for construction costs. •  Measurement of building quantities for bill preparation and final accounts •  Drafting Bills of Quantities •  Site visits and site measurement •  Presenting the practice at meetings •  Carrying out overall cost control of projects •  Process requisitions, obtain the necessary approvals and ensure purchase orders are raised. •  Preparing valuations for issue of interim payment certificates •  Ensure that approved invoices are submitted for payment, and payments are made. •  Conduct cost management of construction projects •  Preparing professional fee payments •  Preparing and concluding final accounts •  Preparing, negotiating, and analysing costs of tenders and contracts •  Ensuring compliance with the institutions’ quality management systems, including establishing a full knowledge of the quality and practice manual. •  Perform any other functions as may be assigned by the Line Manager
