The City of Ekurhuleni, through its Enterprise Programme Management Office, is seeking a qualified and experienced Quantity Surveyor to support project execution across the municipality. This professional role is central to ensuring that projects are delivered within budget, on time, and in full compliance with contractual, legislative, and financial frameworks. As part of the EPMO, the successful candidate will act as a key advisor on cost-related matters from the earliest stages of project initiation through to completion, helping to translate strategic objectives into detailed plans and specifications that guide construction implementation and service delivery.

To be considered for this position, applicants must hold a Bachelor's Degree in Quantity Surveying or an equivalent NQF Level 7 qualification, and must be registered as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession, or be eligible to register. In addition, a minimum of five years' experience in a quantity surveying environment is required. This combination of formal education, professional registration, and practical experience ensures that the incumbent can confidently apply generally accepted quantity surveying standards and various specifications in a municipal context.

The core responsibilities of the role are wide-ranging. The Quantity Surveyor will provide expert advice in the estimation and monitoring of project costs, ensuring that all financial decisions are made according to set standards, procedures, and policy. The role also involves contributing to strategic capability and leadership by developing detailed plans and specifications that enable construction implementation. On an operational level, the incumbent must ensure adherence to the construction programme, verify that all work claimed for has been completed in accordance with the contract documents, and ensure that claim procedures follow accepted norms and standards. Governance and risk management form another critical pillar, with the expectation that the role promotes good governance, compliance with applicable legislative and policy prescripts, and effective management of risks. Financial management duties are equally important, as the position contributes to prudent financial management across the Department and ensures compliance with financial controls as contemplated by the Municipal Finance Management Act. Finally, the role requires a strong customer service orientation, subscribing to the Batho Pele principles to ensure people-centered and efficient service delivery.

The City of Ekurhuleni is committed to the principles of the Employment Equity Act and reserves the right to appoint, not appoint, or appoint laterally. Candidates should note that they may be requested to submit proof of the NQF level applicable to their qualifications, and that if they have not received feedback within six weeks of the closing date, their application should be regarded as unsuccessful. This is an excellent opportunity for a seasoned quantity surveyor to contribute to meaningful public service delivery within a major metropolitan municipality.
