This position offers a professional Quantity Surveyor the opportunity to apply their expertise within the transport infrastructure branch of a provincial government department, based at Head Office. The role is graded as Production Grade A under the Occupation Specific Dispensation (OSD), reflecting a senior technical profile focused on the full lifecycle of road and transport-related construction projects. As a registered Professional Quantity Surveyor, the incumbent will act as a key technical authority, ensuring that public funds are spent efficiently and that infrastructure delivery aligns with government procurement, financial, and legal frameworks.
Candidates must hold a Grade 12 certificate together with a Bachelor of Science in Quantity Surveying, a Bachelor of Quantity Surveying at NQF Level 8, a BTech in Quantity Surveying at NQF Level 7, or an equivalent recognised qualification. Compulsory registration with the South African Council for the Quantity Surveying Profession (SACQSP) as a Professional Quantity Surveyor (PrQS) is non-negotiable. In addition, applicants need at least three years of post-qualification experience in quantity surveying, with substantial exposure to project management and transport infrastructure projects. The role demands a robust technical skillset, including cost planning, preparation of bills of quantities, procurement processes, valuation certification, contract administration, cost reporting, and project financial control. A thorough understanding of road construction methods is essential, covering mass earthworks, layer works, borrow pits, crushing plants, asphalt paving, concrete works, and stormwater management. Familiarity with contract and building law, particularly GCC, FIDIC, COLTO, and SANRAL conditions, is required, along with knowledge of government procurement procedures, PFMA and CIDB standards, cost norms, and computer-aided survey applications.
The core duties involve preparing estimates and bills of quantities, evaluating tenders, certifying valuations, and controlling variations and costs throughout project lifecycles. The successful candidate will administer contracts and compile detailed reports, while also taking responsibility for project management and site control. This includes specific attention to tender and contract administration for roads, cost management and estimating, and contributing to the development and application of policy and norms within the department. The work requires close collaboration with internal teams, contractors, and other stakeholders to ensure that infrastructure projects are delivered on time, within budget, and in full compliance with relevant legislation and standards.
Shortlisted candidates should note that the selection process is rigorous. It may include a technical exercise, an integrity assessment, and, for certain posts, psychometric testing. Personnel suitability checks will verify criminal records, citizenship, financial standing, qualifications, and employment history. The successful appointee will be required to enter into an annual performance agreement and disclose financial interests. Foreign qualifications must be evaluated by SAQA, and applicants must declare any business interests or remunerative work outside their official duties. The department reserves the right not to fill the post, and only shortlisted candidates will be contacted. This is an excellent opportunity for a qualified quantity surveyor seeking to apply their skills in the public transport infrastructure sector.
