The Limpopo Department of Education is advertising two Quantity Surveyor posts at Grade A to C, based at Head Office in Polokwane. This is a professional technical role within the department’s built-environment and infrastructure functions, responsible for delivering quantity surveying services on buildings, structures and facilities. The post is OSD-graded, and the successful candidate’s salary package will be determined by the department according to years of experience after professional registration with the South African Council for the Quantity Surveying Profession (SACQSP).
To be considered, applicants need a Grade 12 or Matric certificate and a qualification at NQF Level 7 in Quantity Surveying, recognised by SAQA, together with at least three years’ experience in quantity surveying. Compulsory registration with SACQSP as a Professional Quantity Surveyor is required. A valid driver’s licence is also required, except for applicants with disabilities. The role demands a range of technical competencies, including programme and project management, quantity surveying principles and methodologies, research and development, computer-aided engineering applications, knowledge of legal compliance, technical report writing, technical consulting, professional judgement, networking, and the ability to create a high-performance culture. Generic competencies include decision making, team leadership, analytical skills, creativity, self-management, financial management, customer focus, communication, computer literacy, planning and organising, conflict management, problem solving, people management, change management and innovation.
The main duties involve performing quantity survey activities across buildings, structures and facilities, coordinating the professional team on all quantity surveying aspects, and ensuring adherence to quantity determination standards. The post holder will provide quantity surveying advice and technical support in evaluating costs, ensure the adoption of technical and quality strategies, and develop quantity surveying policies, methods and practices. They will also provide solutions for non-compliance with quantity determination requirements and review cost determinations and estimates prepared by building designers or sub-professional personnel. Ensuring compliance with professional registration requirements is a key responsibility. In addition, the role includes human capital development: mentoring, training and developing candidate quantity surveyors and related technical and administrative staff to promote skills transfer and adherence to sound architectural principles and codes of practice. The incumbent will supervise quantity survey work and processes, administer performance management and development, and handle office administration and budget planning. This includes managing resources, preparing and consolidating inputs for resource utilisation, ensuring adherence to procurement and supply chain management regulations and human resource administration procedures, monitoring and controlling expenditure, and reporting on expenditure and service delivery. Research and development is also required, including continuous professional development according to council guidelines, researching quantity surveying literature to improve expertise, and liaising with relevant bodies and councils.
