This position is for a Provisioning Administrative Officer specialising in Demand and Acquisition, based at the Mopani District Office of the Department of Public Works, Roads and Infrastructure. The role sits within the broader supply chain management function and is focused on ensuring that the department’s procurement of goods and services is planned, executed and monitored in line with legislative frameworks and departmental needs. As a level 07 post, it carries significant administrative responsibility for the full acquisition cycle, from identifying future requirements to managing supplier relationships and ensuring contractual compliance. The officer will work closely with various units within the district to consolidate procurement plans and provide guidance on new systems and procedures, making the role central to efficient and transparent service delivery.

Candidates must hold a Grade 12 certificate as well as an appropriate qualification at NQF Level 6 in Financial Management, Supply Chain Management, Procurement Management, Logistics, or an equivalent field recognised by SAQA. A minimum of one to two years of experience in supply chain management is required, along with a valid motor vehicle driver’s licence, although an exception is made for persons with disabilities. The role demands a solid working knowledge of the Supply Chain Management framework, the Public Finance Management Act, the Preferential Procurement Policy Framework Act, Treasury Regulations, the Broad-Based Black Economic Empowerment Act, and other relevant prescripts. This knowledge is essential for ensuring that all acquisition activities are lawful, fair, and aligned with government policy.

The core duties of the post are wide-ranging. The officer must prepare regular status and progress reports for management, highlighting trends, problems, risks, deviations and delays, while also recommending improvements. This includes conducting gap analyses to determine possible future needs for services, managing and maintaining the supplier database, and ensuring quality reporting on the sourcing of goods and services. The role involves consolidating the procurement plan based on inputs from various units, building capacity among users on new procedures or systems, and assisting with the development of an acquisition plan or strategy. The officer will purchase goods and services that meet user requirements, ensure contractual obligations are met, administer the flow of orders, and verify that all orders are invoiced. Receiving and processing requisitions, monitoring service level agreements, and performing quality assurance on incoming and outgoing requisitions are also key responsibilities. In addition, the officer must ensure that all requisitions comply with B-BBEE requirements and align with the South African vendor market.

The department is an equal opportunity and affirmative action employer, with employment decisions informed by its Employment Equity Plan. Women and people living with disabilities are encouraged to apply. Shortlisted candidates will be subject to security clearance, qualification verification, and a personnel suitability check, and will also be required to undertake two pre-entry assessments covering technical suitability and ethical conduct. Applicants with foreign qualifications must have them evaluated by SAQA. The department reserves the right not to fill the post, and correspondence will be limited to shortlisted candidates. Candidates attending interviews will need to cover their own transport, accommodation and meal costs.
