The Department of Forestry, Fisheries and the Environment is seeking a Provisioning Administrative Officer for Assets to be based at the Foretrust Building in Cape Town. This role sits within the department’s supply chain management and asset management environment, focusing on the accurate recording, verification and maintenance of all departmental assets. The successful candidate will play a key part in ensuring that asset registers are compliant with the Generally Recognised Accounting Practice (GRAP) framework and that all asset-related transactions are properly captured and reconciled. The position calls for a detail-oriented individual who can uphold internal controls, support audit processes and contribute to the effective management of public resources in line with relevant legislation and Treasury regulations.
To be considered, applicants must hold a National Diploma at NQF level 6 in Supply Chain Management or a related qualification recognised by SAQA, together with at least one year of experience in asset management or a relevant field. A thorough understanding of the legislative framework governing public sector finance, including the Public Finance Management Act (FMA), Treasury Regulations, the public sector framework, and the asset management requirements for a Schedule 3A public entity, is essential. Knowledge of inventory management for consumable goods, administrative processes, risk management, auditing and financial reporting under GRAP is also required. The ideal candidate will demonstrate strong people management skills, analytical thinking, and excellent verbal and written communication abilities. Stakeholder engagement, client orientation and customer focus are key, as is computer literacy, with specific reference to working in an Oracle environment. The ability to work independently as well as within a team, to perform under pressure, to work long hours voluntarily, and to handle difficult interpersonal situations with conflict resolution skills will be expected.
The core duties of the post include maintaining and updating the asset register, checking and verifying all transactions on Oracle, and ensuring that all assets are correctly recorded in accordance with GRAP. The officer will confirm the accurate capturing of serial and barcode numbers, conduct quarterly spot checks and annual asset verification exercises, and reconcile items against the Oracle inventory sheets. Updating office and personal inventories, counting all assets during annual verification, and coordinating arrangements for asset disposals form part of the responsibilities. This includes verifying lists of items for disposal, authorising disposals on Oracle to generate non-authorised disposal reports, and maintaining and updating personal equipment records. The role also involves rendering secretarial support to the Disposal Committee, managing meeting schedules to avoid date clashes, prioritising based on urgency, and confirming all appointments at least two days before they are due.
This is an equal opportunity, affirmative action employer, and preference may be given to appointable applicants from underrepresented designated groups in line with the department’s equity plan. Persons with disabilities are encouraged to apply. Shortlisted candidates will be required to provide certified copies of qualifications, identity documents and other relevant papers before interviews, and all applicants are reminded that foreign qualifications must be evaluated by SAQA. Successful candidates will be subjected to security vetting, which may include criminal record checks, citizenship verification, credit worthiness, reference checking and qualification verification. By applying, candidates consent to the processing of their personal information in terms of the Protection of Personal Information Act (POPIA). The department reserves the right not to make an appointment, and applicants who do not receive feedback within three months of the closing date should accept that their application was unsuccessful.
