This position offers an opportunity for a qualified professional to take charge of construction project management within the human settlements and built environment portfolio, specifically in the Incremental Housing Development programme. Six posts are available, with two based in the West Rand Region and four at the Head Office, all focused on delivering housing infrastructure that meets departmental norms and standards. The role is graded under the Occupation Specific Dispensation for Engineering Professions and Related Occupations, meaning the all-inclusive remuneration package is determined according to that framework, subject to verification of qualifications, professional registration, and recognised experience.

Candidates must hold a Grade 12 or Senior Certificate, together with a qualification in the built environment at NQF Level 6 or higher, recognised by SAQA. The required fields include Construction Management, Civil Engineering, Quantity Surveying, Architecture, or a related discipline. The level of experience needed depends on the highest qualification obtained: a National Diploma or equivalent NQF Level 6 qualification requires at least four years and six months of appropriate confirmed experience in the built environment or construction project management; a BTech or NQF Level 7 qualification requires four years of relevant managerial or construction project management experience; and an Honours Degree or NQF Level 8 qualification requires three years of appropriate experience. A compulsory requirement is valid registration with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Professional Construction Project Manager (PrCPM). Candidate registration or registration in another category will not be accepted. A valid driver’s licence is also required, along with a willingness to travel and conduct site inspections.

The successful incumbent will manage and coordinate all aspects of construction projects, from developing project implementation plans and schedules to monitoring site progress and evaluating performance against approved methodologies and infrastructure delivery prescripts. Key duties include preparing and reviewing project work plans, identifying resources, risks, dependencies, and corrective actions, and managing day-to-day operational aspects such as scope, time, cost, quality, risk, and stakeholder coordination. The role requires regular site inspections, attendance at project and technical committee meetings, and ensuring compliance with legislation, policies, norms, standards, and contract requirements. Financial management is a significant component, including monitoring budgets, expenditure, cash flow, verifying payment certificates, and ensuring compliance with the Public Finance Management Act and Treasury regulations. The project manager will also report progress to the Chief Construction Manager or equivalent, provide technical and management reports, contribute to tender documentation and procurement planning, and liaise with service providers, contractors, professional teams, municipalities, communities, and management. Maintaining proper project records, supporting audit readiness, and undertaking research and development are also essential. The role further requires keeping abreast of new technologies, construction methods, and SACPCMP professional requirements, participating in continuous professional development, and providing technical guidance and mentoring to Candidate Construction Project Managers and other personnel. A broad knowledge base is expected, covering programme and project management principles, housing delivery, municipal services, infrastructure delivery, PFMA, Treasury Regulations, supply chain management prescripts, CIDB regulations, occupational health and safety, building regulations, standard forms of contract such as JBCC, GCC and NEC, and project risk, financial, and document management. Strong competencies in planning, contract management, professional judgement, decision-making, analytical thinking, problem-solving, stakeholder relations, communication, computer literacy, conflict management, people management, change management, innovation, and research are essential for success in this demanding but rewarding public sector role.
