This position offers an exciting opportunity for qualified professionals to contribute to public infrastructure and human settlement development across KwaZulu-Natal. The Department is recruiting nineteen Professional Construction Project Managers on a three-year contract basis, with posts distributed across ten district municipalities including UGU, iLembe, Harry Gwala, uThukela, uMgungundlovu, uMzinyathi, Amajuba, uMkhanyakude, King Cetshwayo, and Zululand. This is an Occupation Specific Dispensation (OSD) graded role, reflecting its senior technical nature within the provincial human settlements portfolio.
Candidates must hold a Grade 12 certificate or equivalent, combined with a qualification in the Built Environment field. Specifically, applicants need either a National Higher Diploma with a minimum of four years and six months of certified experience as a Professional Construction Project Manager, a BTech degree with at least four years of certified managerial experience, or an Honours degree in a Built Environment discipline with three years of relevant experience. Compulsory registration with the SACPCMP as a Professional Construction Project Manager is required upon appointment, and a valid driver's licence is essential. The ideal candidate will demonstrate a thorough understanding of Human Settlement policies and legislation, project management principles and methodologies, legal compliance with building industry norms, and technical report writing. Knowledge of the Public Finance Management Act, Municipal Finance Management Act, Supply Chain Management Regulations, and procurement processes is also critical, alongside contract management and administration expertise. Strong decision-making, team leadership, analytical, creativity, self-management, and people management skills are expected, as is proficiency in computer-aided engineering applications and project-related financial management.
The core duties involve managing and coordinating all aspects of construction projects from inception to completion. This includes guiding project planning, implementation, monitoring, reporting, and evaluation in line with established project management methodology. The role requires creating and executing project work plans, identifying resources, assigning individual responsibilities, and managing day-to-day operational aspects while effectively applying methodology to minimise risk. Financial responsibilities include managing project budgets and resources, reporting progress to the Chief Construction Project Manager, and ensuring sound project accounting. Office administration duties involve providing inputs to tender and procurement processes, liaising with service providers, clients, and management, contributing to human resources activities, maintaining record management systems, and utilising allocated resources effectively. Additionally, the role encompasses research and development, requiring the incumbent to stay abreast of new technologies and procedures, conduct literature reviews on project management methodologies, and liaise with relevant professional bodies and councils.
Applicants should note that a separate application form must be submitted for each district they wish to apply for, and enquiries may be directed to the contact person listed in the circular. This is a demanding yet rewarding role for professionals seeking to make a meaningful impact on housing and infrastructure delivery in South Africa.
