This position offers an opportunity to serve as a Principal Provincial Inspector within the Traffic Management component, specifically based at the Soweto Region’s Traffic Law Enforcement Station. The role is a senior operational and supervisory post within the provincial traffic policing environment, focused on ensuring compliance with road traffic, public passenger transport, and related legislation. As a Principal Provincial Inspector, the incumbent will be responsible for both hands-on enforcement and the management of teams of traffic officers, playing a key part in promoting road safety, managing law enforcement operations, and supporting the broader objectives of the provincial Department of Transport. The role reports within the Centre Manager’s structure and requires a leader who can balance operational duties with administrative and people management responsibilities.

Applicants must hold a Grade 12 certificate or higher qualification, along with a Basic Traffic Diploma, which is essential for this specialised environment. The role requires between six and ten years of relevant working experience in the traffic or road transport field, giving the successful candidate a deep practical understanding of enforcement realities. A valid driver’s licence for both light and heavy vehicles, specifically codes A and EC, is required, and applicants must have a clean criminal record. The position demands extensive knowledge of road traffic and public transport policies and regulations, as well as law enforcement procedures relating to vehicle inspections, impoundments, and the completion of legal documentation. Strong skills in records management, resource management, customer relations, planning, organising, leading, controlling, monitoring, people management, service delivery, communication, decision-making, problem solving, report writing, labour relations, investigation, motivation, innovation, analytical thinking, computer literacy, and operations management are all critical to performing effectively in this role.

The core duties of the Principal Provincial Inspector involve managing and enforcing road traffic, public passenger transport, and other relevant legislation. This includes developing operational strategies and ensuring approved enforcement strategies are implemented. The officer must ensure the free flow of traffic through point duty and control at congested areas, coordinate activities, and safeguard accident scenes. Planning and managing speed testing operations, coordinating arrests on traffic-related matters, attending court proceedings, and giving evidence are key responsibilities, as is managing the process of issuing notices to offenders. The role also involves managing traffic policing projects, identifying hazardous locations and advising relevant stakeholders, and coordinating the escorting of abnormal vehicles and loads. Oversight of road sports and social events, as well as overload control management for both goods and passengers, falls within the scope of the role.

A significant part of the position is dedicated to joint law enforcement and cooperative governance. The Principal Provincial Inspector will participate in planning, executing, and evaluating joint enforcement strategies and projects with other agencies. The role also requires strong leadership and resource management, including developing monitoring systems to ensure balance and productivity among Senior Provincial Inspectors and Provincial Inspectors. This includes maintaining statistics, implementing innovations, conducting field visits, and updating environmental analyses. The officer will perform basic management functions, hold planning and evaluation meetings, assist with human resource issues, and coordinate quarterly performance appraisals. Risk identification and management are essential, along with managing administrative activities, ensuring proper fleet management, monitoring equipment and replacement planning, and maintaining loss control measures particularly for firearms and related equipment. Finally, the position involves participating in budget planning, monitoring monthly expenditure, and implementing corrective actions to support the centre’s financial goals.

Candidates should note that this is a demanding leadership role with a strong emphasis on integrity and ethical conduct. Shortlisted applicants will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, and may be subject to personnel suitability checks including vetting, criminal record checks, citizenship verification, and credit record checks. The post is graded according to the Occupation Specific Dispensation, which determines the salary package and service benefits. This is a permanent position within the public service, and appointment is subject to the relevant legislative requirements.
