This position is for a Principal Personnel Officer specialising in employee sourcing, based at the Southern/Western Sub-structure Office within the Metro Health Services directorate. The role operates within a human resources environment that supports the broader public health administration, and the incumbent will work closely with the Senior Personnel Practitioner to manage and coordinate a wide range of HR functions for the department. This is a hands-on, supervisory role that requires both technical knowledge of personnel administration and the ability to lead and develop a team. The post is advertised as part of a provincial government circular, and the successful candidate will be expected to uphold the standards and procedures of the public service while delivering efficient and accurate HR support.

To be considered, applicants must hold a National Senior Certificate or an equivalent qualification. In addition, the role requires appropriate experience in all employee benefits practices, as well as practical experience with PERSAL and personnel management. This means the ideal candidate will already be familiar with the systems and processes used in government HR administration, particularly around benefits, payroll, and record-keeping. The role also demands strong computer literacy, specifically in MS Office packages such as Word, Excel, PowerPoint, and Outlook, along with PERSAL. Beyond technical skills, the successful candidate must demonstrate the ability to execute duties accurately and thoroughly, and possess good interpersonal and problem-solving skills. These competencies are essential because the role involves dealing with staff, supervisors, management, and members of the public on a range of personnel matters.

The core duties of the position are broad and include supporting the Senior Personnel Practitioner with the management of all HR-related functions within the PM department. This covers appointments, service terminations, salary administration, and general conditions of service. The incumbent will also be responsible for auditing leave and personnel files, managing debt, administering pensions, and overseeing pay sheets. A key part of the role is the administration of Commuted Overtime and other service benefits within the Southern/Western Sub-structure. The Principal Personnel Officer is also expected to approve PERSAL transactions, ensuring that all entries are correct and compliant with regulations. Handling personnel enquiries and correspondence, both written and verbal, forms a significant part of the daily work. In addition, the role includes a supervisory component: training and developing subordinates, and managing the Staff Performance Management System (SPMS) process for those subordinates. The incumbent will also assist staff, supervisors, management, and members of the public with HR and personnel matters, making this a central point of contact for a wide range of queries and issues.

There are a few important notes attached to this vacancy. No payment of any kind is required when applying for the post, which is a standard safeguard against fraudulent recruitment practices. Short-listed candidates will be subjected to written, practical, and oral assessments as part of the selection process, so applicants should be prepared to demonstrate their skills and knowledge in a formal setting. The position is located at the Southern/Western Sub-structure Office, and the role is graded within the public service salary structure. This is a permanent, full-time opportunity for an experienced HR professional looking to take on greater responsibility within a health services environment. The successful candidate will play a key role in ensuring that HR processes run smoothly, that employees are paid correctly and on time, and that personnel records are maintained to audit standards. It is a demanding but rewarding position for someone with a strong background in government HR administration and a commitment to service excellence.
