The Principal Cadastral Officer position is a specialised technical post based in Pietermaritzburg, KwaZulu-Natal, within the Information Services directorate of the Department of Land Reform and Rural Development. This role sits at the heart of the province’s cadastral system, combining archival custody, data management, spatial verification and client service. The incumbent will be responsible for ensuring that cadastral records — from simple diagrams to complex sectional title plans and general plans — are accurately captured, maintained, examined and made available to both internal users and external clients. It is a role that requires meticulous attention to detail, a deep understanding of survey principles, and the ability to manage both alpha-numeric and spatial data within established legal and procedural frameworks.

Applicants must hold a Grade 12 certificate as well as a National Certificate in Geomatics or a Survey Officer Certificate at NQF Level 5, together with at least six years of post-qualification geomatics experience in a geomatics or cadastral survey environment. A valid driver’s licence is required. The role calls for a working knowledge of Geographical Information Systems software, Surveyor-General’s Office standard operating procedures and processes, and cadastral surveys. In addition, candidates need strong skills in problem-solving and analysis, decision making, team leadership, creativity, customer focus and responsiveness, communication in both written and verbal forms, computer literacy, planning and organising, conflict management and negotiation. These competencies are essential because the work involves not only routine data entry but also the resolution of complex overlaps, amendments, and technical examinations.

The duties are wide-ranging. The officer will capture, maintain and update alpha-numeric data for both simple and complex cadastral documents, check mathematical consistency, verify proposed new land parcels, and update cadastral survey databases whenever documents are approved. This includes capturing and verifying historical documents, processing withdrawals or cancellations under lawful instruction, deducting and canceling endorsements for registered land parcels, leases or servitudes, and attending to complex amendments of approved and registered documents. The officer will also insert new approved documents into the archive, extract and issue cadastral records, refile returned documents, and repair records to keep them in good usable condition. On the technical side, the post requires conducting examinations of lodgements, diagrams, general plans, survey records and sectional title plans, as well as checking designations and updating noting sheets. The role also involves researching and supplying cadastral information to clients, providing aerial photographs and rectified imagery from National Geospatial Information in line with signed service level agreements, and carrying out basic research on land parcel boundaries for land reform purposes. Spatial data duties include capturing newly submitted documents to detect spatial overlaps before approval, maintaining an accurate spatial dataset, researching error sources, and using cadastral calculation principles to improve boundary data quality. The officer will also scan documents on approval, amendment, endorsement or withdrawal, perform quality checks on scanned images, and link scanned images to alpha-numeric data to keep the database clean and accurate.

This is an equity-targeted post as specified in the circular, with particular employment equity targets for Coloured, Indian and White males, African, Coloured and Indian females, and persons with disabilities. Candidates should therefore expect an appointment process aligned with the department’s employment equity plan. The position offers an opportunity to work in a stable public-sector environment with a clear professional focus on the integrity of South Africa’s cadastral information infrastructure.
