This position offers an opportunity for a motivated individual to join the provincial public service as a Personnel Practitioner specialising in recruitment and selection. There are seven posts available, spread across two service centres: three at the North Service Centre in Richards Bay and four at the South Service Centre in Hilton. The role sits within the broader human resources administration function of the department, contributing directly to the efficient and compliant management of the employment lifecycle. It is a level 07 post, making it a solid entry point for candidates who have completed the necessary tertiary education but who do not yet have formal work experience, as no prior experience is required for appointment.

To be considered, applicants must hold an NQF level 06 qualification in Human Resources Management, Public Administration, or a related field, and must have completed relevant PERSAL management or administration courses. A valid driver’s licence is also essential. The role demands a thorough working knowledge of the legislative and regulatory framework governing the public service, including the Constitution, the Public Service Act, the Public Administration Management Act, the Public Service Regulations, the DPSA Directive on Human Resources Management and Development for Public Service Professionalisation, the Public Finance Management Act, the Labour Relations Act, the Employment Equity Act, the Basic Conditions of Employment Act, Treasury Regulations, and the Employee Performance and Management System. Familiarity with departmental and provincial HRM policies and the PERSAL system is also required. In addition, the successful candidate will need a broad range of skills, including strong communication and interpersonal abilities, computer literacy, time management, report writing, problem solving, conflict and change management, project planning, presentation, analytical thinking, policy development and interpretation, facilitation, and the capacity to be creative, innovative, and self-driven while working under pressure with minimal supervision.

The core duties of the post involve providing administrative support and guidance on advertised vacancies to ensure full compliance with relevant prescripts. The incumbent will facilitate the end-to-end recruitment and selection processes, from advertising through to appointment, and will also provide salary administration services. Another key responsibility is contributing inputs into the development of policies, procedures, and plans related to human resources administration. Furthermore, the role includes presenting workshops on HR administration policies, which means the practitioner must be comfortable with training and guiding others in the application of these policies.

Shortlisted candidates should be aware that the selection process includes two pre-entry assessments: one practical exercise testing technical and generic suitability for the post, and one integrity assessment focusing on ethical conduct. Applicants are responsible for ensuring that any foreign qualifications are evaluated by the South African Qualifications Authority. The application process requires the completion of the prescribed Z83 form and a comprehensive CV, and only shortlisted candidates will need to submit certified copies of qualifications and supporting documents. It is important to follow all application instructions carefully, as failure to comply may lead to disqualification. If no feedback is received within three months after the closing date, applicants should consider their application unsuccessful. This post offers a meaningful career path for those seeking to build a career in public sector human resources, with exposure to recruitment, policy, and employee administration in a structured and regulated environment.
