    The Limpopo Department of Education is seeking three Personnel Officers to join its Human Resource Management component, with two posts based at the Vhembe district centre and one at Sekhukhune. This is a hands-on administrative role that supports the full employee lifecycle within a school district environment, from the moment an application for a post arrives through to recruitment, appointment, conditions of service, transfers, training, and performance management. Working closely with district HR colleagues, head office, and external institutions, the successful candidates will help ensure that all personnel processes are carried out accurately, timeously, and in line with the legislative framework governing the Public Service.

    Applicants must hold a qualification at NQF level 4, as recognised by SAQA, which typically equates to a matric certificate or equivalent. A valid driver's licence is required, although this condition is waived for applicants with disabilities. The role calls for a sound knowledge of general administration duties and practices, the ability to capture data accurately, and proficiency in operating a computer. A good understanding of the legislative framework governing the Public Service, as well as knowledge of work procedures within the working environment, is essential. Candidates should also possess strong interpersonal relations, flexibility, and effective verbal and written communication skills, as the position involves regular liaison with applicants, personnel, and other sections.

    The duties are broad and cover several key HR functional areas. In recruitment, the officer receives application forms from the registry, keeps records of all applications, and provides statistics of applications received per post. They compile schedules for district posts, arrange boardrooms, accommodation, and transport claims for shortlisting and interview sessions, and capture appointment details on the PERSAL system. They also verify qualifications with academic institutions and other authorised bodies, and update PERSAL with personnel qualification information. In conditions of service, the officer processes notifications of termination due to death, resignation, or retirement, circulates route forms to relevant sections for liability clearance, and effects terminations on PERSAL. They issue employee benefit forms covering pensions, housing allowances, medical aid, and long service awards, verify the correctness of forms and attachments, capture benefits, and facilitate state guarantees. Leave administration also falls under this role, including issuing leave forms, verifying attachments, acknowledging receipt, capturing leave on PERSAL, and conducting district leave audits.

    Further responsibilities include supporting post establishment and HR systems by receiving transfer applications, verifying their correctness and the availability of posts, capturing PERSAL transactions, compiling monthly transfer statistics, and conducting district head counts. In the human resource development space, the officer creates a training and learning programmes database aligned to the Workplace Skills Plan, makes logistical arrangements for training, liaises with personnel and head office on course schedules, issues and receives course attendance forms, and captures certificates on PERSAL. They also verify performance management and development system documentation, arrange moderation logistics, and implement rewards on the PERSAL system.

    Successful candidates will be subjected to Personnel Suitability Checks, including criminal record, citizenship, and financial and asset record checks, as well as qualification and employment verification, and will also undergo security clearance processes.
