This position offers an opportunity to contribute to the modernisation and effectiveness of the Western Cape provincial government as an Organisational Development Practitioner within the Department of the Premier. The role is specifically focused on transversal work organisation capacity enablement, meaning the successful candidate will work across multiple departments to improve how work is structured, designed and delivered. As one of two incumbents, the practitioner will support the department’s broader mandate to ensure that public sector structures, processes and mandates are aligned and functioning optimally. The post is graded at a level that reflects its professional technical nature, and it sits within a unit that drives organisational development, service delivery improvement and institutional reform across the provincial administration.

To be considered, applicants must hold an appropriate three-year National Diploma or a Bachelor’s degree, or an equivalent or higher qualification, coupled with at least one year of relevant experience. The role demands a solid grasp of organisational development theory and practice, including organisation design, business process improvement, and behavioural interventions. A working understanding of information systems that support knowledge and information management, project management principles, and the legislative and regulatory frameworks affecting public service functions is essential. Familiarity with public finance management, the Public Finance Management Act, Treasury regulations, labour relations legislation, performance management, and the broader constitutional and institutional arrangements of the South African public sector is also required. In addition, the practitioner should understand the political, economic and social dynamics of the Western Cape and how sister departments interact. Key skills include strong analytical, diagnostic and intervention design abilities, facilitation and presentation skills, project management, innovative problem-solving, and the capacity to influence, negotiate, mentor and coach others. Proficiency in the MS Office package and excellent written and verbal communication are also expected.

The core duties are varied and impactful. The practitioner will support departmental work organisation capacity improvements by assisting with organisational diagnostics, implementing organisation design, and driving business process improvement and OD interventions. A significant part of the role involves providing a job design service, which includes developing competency-based job descriptions and supporting job evaluation processes. The position also entails transversal organisation design and alignment services, helping to align structures, mandates and processes across departments. Furthermore, the incumbent will facilitate service delivery improvement initiatives, including Batho Pele-related activities and reporting, and contribute to the development, maintenance and application of OD tools, methodologies, systems and information management. This is a hands-on role that requires both strategic thinking and practical implementation.

Shortlisted candidates should note that the selection process includes interviews, a practical exercise to assess technical and generic suitability, and an integrity assessment. They will also need to submit vetting and supporting documentation within a specified timeframe. Reference checks will be conducted, including enquiries about disciplinary records and reasons for leaving previous employment. The selection process will be guided by the employment equity targets of the department, and by applying, candidates consent to the Western Cape Government contacting previous employers. This is an excellent opportunity for a professional with a passion for organisational development to make a meaningful contribution to public sector reform and service delivery in the Western Cape.
