This position is located within the Department of the Premier in the Western Cape Government, offering an opportunity for a suitably qualified organisational development professional to contribute to the design and evaluation of jobs and organisational structures across the provincial administration. The role is centred on improving departmental work organisation capacity, ensuring that job designs are fit for purpose, and supporting transversal organisation design and alignment. The practitioner will also facilitate service delivery improvements in line with Batho Pele principles and provide input into practice enablement and development initiatives. This is a specialist role that requires both a solid theoretical grounding and practical experience in organisational development, public management and related statutory frameworks.
Applicants must hold an appropriate qualification at NQF Level 6 or equivalent and have at least one year of relevant experience. The role demands a comprehensive working knowledge of several legislative and professional instruments, including the Health Professions Act, the HPCSA Code of Ethics and Scope of Practice for Psychometrists, the Employment Equity Act, the Labour Relations Act, POPIA, PAJA and PAIA, as well as HPCSA policies and training requirements. Familiarity with the classification of psychological tests, the SIOPSA code of practice, and Continuous Professional Development requirements is essential, as is an understanding of culture and leadership theory, organisational performance, organisation development, public management theory and practice, mentoring and coaching, research methods and statistics, and the statutory public-service framework.
In terms of skills, the successful candidate will need strong analytical and critical reasoning abilities, basic numeracy, conceptual and interpretive skills, and a diagnostic and innovative approach to problem-solving. Planning, organising, project management and research skills are also required, along with proficiency in MS Office and assessment-centre related systems. Excellent verbal and written communication, report writing, presentation, interviewing and listening skills are essential, as are interpersonal, networking, conflict-management, negotiation, persuading, influencing, mentoring and coaching skills.
The main duties include providing and supporting departmental work organisation capacity improvements, delivering a job design service, providing a transversal organisation design and alignment service, facilitating transversal service delivery and Batho Pele services, and contributing to practice enablement and development. Shortlisted candidates will be required to attend interviews and submit vetting and supporting documentation within a specified timeframe. They will also undergo two pre-entry assessments: one practical exercise to determine suitability based on technical and generic requirements, and one integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for employment references, including checks on disciplinary records and reasons for leaving. This is a challenging and rewarding opportunity for a practitioner who is committed to improving public service delivery through sound job design and organisational development practices.
