OPERATIONAL MANAGER NURSING GRADE 1 (GENERAL) (HIV/AIDS)

The Operational Manager Nursing Grade 1 (General) post, with a specific focus on HIV/AIDS, is based at the Michael Mapongwana Community Health Centre (CDC) within the Khayelitsha/Eastern Sub-structure of Metro Health Services in the Western Cape. This is a senior nursing management position within a primary healthcare facility, responsible for the overall operational leadership of nursing and related support services. The duties of the operational manager are broad and encompass all key management areas of the community health centre. The incumbent will oversee and ensure fully functional health committees by organising regular meetings, training committee members, and ensuring compliance with health legislation. Human resource management includes maintaining a fully staffed centre, coordinating staff training in line with skills development plans, resolving labour relations issues, and monitoring absenteeism. Financial management involves preparing balanced budgets, controlling expenditure, meeting revenue targets, and adhering to financial regulations. The role also supervises supply chain functions, including maintaining adequate stock levels, managing asset registers, ensuring equipment is functional, and overseeing government vehicle usage and servicing. Accurate and timely health information management is another core responsibility, with an emphasis on data quality checks, timely reporting, and optimal use of the PHCIS system. Finally, the manager must promote quality of care through Batho Pele principles, ensure health and safety standards, conduct monthly clinical audits (morbidity and mortality meetings), and oversee infection control and staff training initiatives.
