This position offers an opportunity to serve as the Office Manager for Business Planning and Strategy within the Department of Social Development in the Western Cape Government. Based in the provincial administration, the role is a senior administrative and coordination post that directly supports the Chief Director responsible for business planning and strategic functions. The office manager acts as a central link between the Chief Director and the broader departmental operations, ensuring that the office runs efficiently, that information flows correctly, and that strategic priorities are supported through well-managed administrative systems. The role sits within a public service environment where governance, compliance, and service delivery are paramount, and it requires someone who can navigate the complexities of provincial government while maintaining a high standard of professionalism and confidentiality.

To be considered, applicants must hold a qualification at NQF level 6 or higher and have at least five years of relevant experience. The role demands a broad working knowledge of legislation, regulatory frameworks, policies, and best practices affecting the line function, as well as familiarity with information systems used to manage knowledge and data. A successful candidate will understand project management, operational management, procurement and tendering processes, policy development, and monitoring and review mechanisms. Knowledge of modern governance systems, public service procedures, and the constitutional and legal arrangements of the South African public sector is essential. In addition, the role requires awareness of regional and local political, economic, and social affairs impacting the Western Cape, along with a solid grasp of public finance, human resources, and discourse management. Specific familiarity with the Public Finance Management Act, National and Provincial Treasury Regulations, and other financial prescripts and collective agreements is expected, as is knowledge of labour relations legislation and performance management. Strong skills in numeracy, computer literacy, language, project management, accounting, finance, audit, and people management are also required.

The core duties involve rendering line administrative support services, executing research, analysing information, and compiling complex documents for the Chief Director. The office manager will provide support regarding meetings, manage the resources of the Chief Director’s office, and manage engagements with internal and external stakeholders. Staying current with applicable prescripts, policies, and procedures is critical to ensuring efficient and effective support. The role also requires proactive management of the office’s day-to-day operations and the ability to handle multiple priorities in a fast-paced government environment.

Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment on ethical conduct. The process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a seasoned administrative professional seeking to contribute to public service strategy and governance in the Western Cape.
